The General Administration of Customs held a press conference on May 11 to provide a policy interpretation of the newly revised "Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Cosmetics". The new "Measures" will come into effect on December 1. Based on the newly revised "Measures", the General Administration of Customs and the State Food and Drug Administration have jointly agreed to launch a pilot project for electronic labeling of imported cosmetics in Shanghai, which has been officially implemented from today.
Currently, my country has become the world's largest cosmetics consumer market, with import and export scale steadily expanding and trade formats becoming more diversified. In 2025, the total value of the country's import and export of cosmetics was 171.61 billion yuan, a year-on-year increase of 2.74%; of which imports were 115.69 billion yuan and exports were 55.92 billion yuan.
This revision of the "Measures" adheres to the "open door" approach to accepting suggestions, and extensively solicits opinions from the public, relevant enterprises, industry associations, State Food and Drug Administration and other departments; it follows international rules, notifies the World Trade Organization (WTO), and sets a policy transition period of more than 6 months to reserve sufficient time for domestic and foreign companies to adapt to the new policy.
In terms of improving the level of cross-border trade facilitation, the new "Measures" cancel the registration management of imported cosmetics consignees and exported cosmetics manufacturers, and cancel the storage requirements for cosmetics in designated or recognized locations. Optimize the setting of inspection locations and adjust the inspection location for imported cosmetics from the port to the destination declared by the consignee or his agent. Exported cosmetics can be designated by the General Administration of Customs at the inspection location, making the production and operation of enterprises more independent and flexible. Strengthen data interconnection between departments, automatically compare and verify electronic data such as imported cosmetics registration and filing information, and further streamline paper materials and manual review. It truly allows enterprises to do less legwork and provides more precise supervision, helping enterprises to reduce costs and increase efficiency.
Support the development of new business formats and continue to accumulate potential for reform. The new "Measures" systematically solidify the results of the Customs' import and export safety supervision reform of cosmetics in recent years. Closely following the diversified export demand for beauty products, innovate the market procurement and trade supervision model, and tailor "lightweight" efficient and convenient customs clearance services for small, medium and micro enterprises to expand overseas markets. The special management requirements for imported cosmetics for the first time will be cancelled, and the supervision of exhibits will be optimized to help improve the quality and upgrade of the "first launch, first exhibition, first order, and first store" business format. Expand the scope of application for inspection-free samples of imported cosmetics, empower the innovative development of new industries such as testing and research and development, and help my country move from a "big cosmetics manufacturing country" to a "powerful cosmetics manufacturing country."
