Hainan’s outlying island tax-free “buy now, pick up now” shopping volume exceeds 10 billion yuan in three years

Xinhua News Agency, Haikou (Reporter Wu Maohui) On April 1, 2026, Hainan’s offshore island tax-free “purchase and withdrawal” and “guarantee and withdrawal” policies celebrated the third anniversary of implementation. According to Haikou Customs statistics, from April 1, 2023 to March 31, 2026, the cumulative shopping amount of the "Purchase and Pickup" method was 10.591 billion yuan, the number of items was 11.6961 million items, and the number of people was 5.3308 million; the "guarantee and pick-up" cumulative shopping amount was 177 million yuan, the number of items was 1,670 items, and the number of people was 1,664 people.

A variety of delivery methods effectively release policy dividends. Many duty-free operating companies said that the two measures have made duty-free shopping more convenient, significantly enhanced tourists' sense of gain and experience in shopping, and also created a good environment for the coordinated development of duty-free consumption on outlying islands and the Hainan Culture, Sports, Business and Travel Exhibition.

In order to continue to release policy dividends and benefit residents of Hainan Island, on November 1, 2025, Hainan’s offshore duty-free shopping policy will usher in the 10th optimization adjustment, which includes expanding the subject and applicable scope of the “buy now and pick up” benefits. Island residents with records of leaving the island within a calendar year can purchase duty-free goods under this pick-up mode an unlimited number of times.

Haikou Customs will conduct in-depth investigations and studies, focus on solving the urgent, difficult and anxious problems of the business people, continue to tap the potential of the offshore island tax-free policy to boost consumption and smooth the economic cycle, and help build Hainan as an international tourism and consumption center.
