Reporters recently learned from the Ministry of Justice that in 2025, administrative review agencies at all levels will fully implement the requirements of the advance resolution system and actively promote public security, market supervision and other administrative agencies to receive administrative review applications in accordance with the law and handle them in a timely manner. 48,000 administrative disputes will be efficiently resolved through self-correction by law enforcement agencies before administrative review cases are filed.

The "White Paper on Administrative Review Work (2025)" issued by the Ministry of Justice shows that administrative review agencies at all levels promote self-correction. The Hebei Provincial Administrative Review Agency, the Provincial Public Security Department, and the Provincial Department of Transportation have established an advance resolution mechanism, studied and formulated implementation opinions on the advance resolution mechanism for administrative review cases, and standardized the start-up procedures, error correction deadlines, and result feedback processes of the self-correction mechanism. Insisting on correcting errors in accordance with the law, the administrative reconsideration authority of Yunnan Honghe Prefecture found that the ecological environment department did not comprehensively consider the duration of the illegal act, the degree of social harm, and the attitude, measures, and effects of rectification when issuing a certain penalty, violating the principle of proportionality of the penalty, and directly decided to change the fine amount from 107,000 yuan to 50,000 yuan in accordance with the law.

In order to deepen the use of cases to promote treatment, the Ministry of Justice selected and released five batches of 36 typical administrative review cases in 2025 to guide administrative review personnel to promote the management of similar cases through individual case handling. An online lecture event for administrative law enforcement personnel was organized to analyze outstanding law enforcement issues reflected in administrative reconsideration work and special actions to standardize enterprise-related administrative law enforcement.
