CCTV News: In order to further strengthen the construction of the team of mental health professionals in medical institutions and meet the people's growing needs for mental health and mental health services, the National Health Commission has studied and formulated the "Notice on Carrying out the scope of the Practice of Conditional Registration of Mental Health Professionals in Medical Institutions" based on previous work.
The "Notice" mainly solves two problems: one is the problem of relatively insufficient mental (psychological) physicians in medical institutions at or above the county level. In the early stage, the "Notice on Matters Related to the Practice Registration of Psychiatrists" (Guo Health Office Medical Letter [2014] No. 605) issued has clearly stated that physicians who are engaged in mental disorder diagnosis and treatment in county-level general hospitals and in township health centers or community health service centers who meet the conditions through training can apply to increase the scope of registered mental health professional practice, and medical institutions at or above the county level can only be changed. The "Notice" expands the scope of application. Doctors who practice in medical institutions at or above the county level can apply to increase their scope of registration for mental health majors by obtaining a first-level education or passing corresponding training or further studies.
The second is the issue that the doctor needs to actually carry out related work after changing or adding a bet. The "Notice" clarifies the corresponding management requirements. Medical institutions must ensure the working hours and workload of doctors in the outpatient clinics of the mental (psychological) department, wards, etc. of the mental (psychological) department; physicians who have not actually carried out clinical work in the mental (psychological) department should be promptly cancelled.
In addition, the "Notice" strengthens the relevant management requirements for the appointment of practitioners in traditional Chinese medicine, and emphasizes that medical institutions can register "psychiatric departments" or secondary diagnosis and treatment subjects related to mental health, and can carry out the scope of practice of doctors with conditional registration of mental health majors.
