CCTV News: The General Office of the National Development and Reform Commission, the General Office of the National Energy Administration, the General Office of the Ministry of Industry and Information Technology, and the General Office of the State Administration for Market Regulation issued a notice that in order to support the construction of a new energy system and a new power system and promote the integration and interaction of new energy vehicles and the power grid, in accordance with the requirements of the "Implementation Opinions on Strengthening the Integration and Interaction of New Energy Vehicles and Power Grids" (Development and Reform Energy [2023] No. 1721), the "Notice on Promoting the Pilot Work of Large-scale Application of Vehicle Network Interaction" (Development and Reform Commission [2024] No. 718), the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation jointly organized the application and review of large-scale application of Vehicle Network Interaction. The first batch of pilot projects for large-scale application of car-network interactive will be announced, and the relevant matters will be notified as follows.

1. After expert review, 9 cities including Shanghai and 9 cities including "Beijing V2G vehicle-network interactive collaborative regulation pilot project based on new energy storage" were included in the first batch of pilot projects for large-scale application of vehicle-network interaction are included in 9 cities including Shanghai and 30 projects including "Beijing V2G vehicle-network interactive collaborative regulation pilot project based on new energy storage" (the list is attached).

2. All provinces (autonomous regions, municipalities directly under the Central Government) are requested to take the lead in the development of charging facilities, together with the development and reform, energy, industry and informatization, market supervision and other departments, to organize relevant departments of pilot cities and pilot project construction units to actively promote the pilot construction, strive to achieve practical results, and submit the summary of the pilot work to the Power Department of the National Energy Administration before the end of 2025, and simultaneously copy it to the Infrastructure Development Department of the National Development and Reform Commission.

3. Please actively support the pilot construction, provide support and guarantee services such as grid access and electricity bill metering, optimize the grid scheduling and operation mode, and give full play to the role of vehicle-network interaction in green electricity consumption and power supply.

4. The dispatched agencies of the National Energy Administration should promote the improvement of the trading rules of the power market within their jurisdiction and support the large-scale application of vehicle-network interaction to participate in market-oriented power transactions.

5. The National Development and Reform Commission, the National Energy Administration and other departments will study and establish a post-pilot evaluation mechanism, summarize the results in a timely manner, promote advanced experience in a timely manner, and remove those that have less than expected implementation results from the pilot list.
