The Notice clarifies the scope of application of reform matters and proposes measures such as standardizing enterprise self-management, establishing and improving enterprise self-declaration system, and strengthening on-site and post-event supervision. The "Guidelines" provide work guidance for enterprises to independently establish and manage the working procedures, technical requirements and capacity guarantees for the highest metrology standards, so as to facilitate the operation and implementation of enterprises.
