The "Implementation Plan" proposes that the construction standards and investment standards for high-standard farmland in different regions and types should be reasonably determined based on the basic standards of land leveling, water access, and improving the yield and efficiency of ground capacity. Coordinate the comprehensive management of fields, soil, water, roads, forests, electricity, technology and management, and focus on construction in fields.
Li Guoxiang, a researcher at the Institute of Rural Development, Chinese Academy of Social Sciences, said: "This plan can be said to be its outstanding highlight. One is that it is very systematic. The second can be said to be an implementation manual for the construction and management of high-standard farmland in various places, so it is also very practical."
The main goal of the "Implementation Plan" is: by 2030, we will strive to build a total of 1.35 billion mu of high-standard farmland, a total of 280 million mu of renovation and upgrading, coordinate the planning and implement efficient water-saving irrigation simultaneously, and add 80 million mu of high-efficiency water-saving irrigation area; by 2035, we will strive to build all permanent basic farmlands that meet the conditions into high-standard farmland, a total of 455 million mu of renovation and upgrading, and add 130 million mu of efficient water-saving irrigation area.
The "Implementation Plan" optimizes the spatial layout and timing arrangements of high-standard farmland construction, and divides the national high-standard farmland construction into 7 regions based on regional resource endowment, farming system and administrative divisions. Different focus on accelerating the improvement of farmland irrigation and drainage facilities, focusing on improving irrigation guarantee rate, highlighting the modern supporting facilities upgrade of field facilities, and strengthening the transformation and construction of horizontal terraces. By making up for shortcomings and weaknesses, space for grain production is opened up.
Li Guoxiang said: "In recent years, floods have actually occurred in the Northeast region. In response to this situation, we have focused on improving the irrigation and drainage facilities of farmland, which is very targeted. Other places, such as the southern region, are the most important because there are many mountains, hills, fine and fragmented land, and small plots of fields. How do we achieve small fields becoming large fields? How can we improve the ability to defend against heavy rain on this basis? In fact, the content here is very targeted and very specific. The construction focus of each place, through zoning construction, can effectively improve the productivity of high-standard farmland."

Li Guoxiang said: "We have seen that this time the Implementation Plan has made clear provisions on the operation and maintenance subjects of high-standard farmland construction. In fact, we let the grassroots government and townships manage and maintain. In fact, each place may be different. We must also explore our own operation and maintenance model. During maintenance, if there are damage to cultivated land or high-standard farmland, how to hold accountable is actually clear provisions."
