Wang Peizhang, Director of the Intellectual Property Application Promotion Department of the State Intellectual Property Administration, introduced that in terms of transformation benefits, in 2024, the number of national patent transfer license filings reached 613,000, a year-on-year increase of 29.9%. The State Intellectual Property Administration introduced at the press conference that 29 provinces (autonomous regions and municipalities) across the country have built a total of 125 national intellectual property protection centers and rapid rights protection centers, and have increased the protection of independent innovation of private enterprises.
The State Intellectual Property Office introduced that at present, 77 national intellectual property protection centers and 48 rapid rights protection centers have been built nationwide, providing a "one-stop" comprehensive service for intellectual property protection integrating rapid pre-examination, rapid rights confirmation and rapid rights protection.
The industrial fields served by the protection center cover all strategic emerging industries, and the geographical scope covers 18 trillion-level industrial agglomerations and 173 trillion-level industrial agglomerations. The total number of registered enterprises and institutions in each center is 186,000, of which private enterprises account for more than 80%, about 6,500 national-level specialized and new "little giant" enterprises, and more than 8,000 foreign-invested and joint ventures.

Heng Fuguang, spokesperson of the State Intellectual Property Office, introduced that the work system for responding to overseas intellectual property disputes should be improved, and the legitimate interests of Chinese enterprises overseas should be safeguarded, and the legitimate interests of Chinese enterprises should be better helped enterprises solve their difficulties and problems in intellectual property rights.
The State Intellectual Property Administration introduced that it has supported the construction of 71 local sub-centers and 4 industrial sub-centers in 29 provinces (autonomous regions and municipalities) across the country, providing overseas intellectual property dispute response guidance services to private enterprises to help enterprises prevent and resolve intellectual property risks. In 2024, a total of 886 guidance services were provided to various enterprises, helping enterprises recover economic losses of 14.15 billion yuan.
