2025 is a critical year for fighting the "Three Norths" project. Recently, the State Forestry and Grassland Administration issued the "Notice on Doing a Good Job in the Battle of the "Three Norths" Project in 2025", comprehensively deploying the key tasks of the "Three Norths" project from seven aspects: promoting scientific governance, implementing key projects, strengthening quality management, consolidating construction results, innovating policy mechanisms, strengthening publicity and guidance, and strengthening organizational leadership, and promoting important results from the three landmark battles.
The notice proposes that we must firmly establish the concept of integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands and sands. According to the sixth phase of the "Three Norths" project and local actual conditions, we must adhere to the determination of greening by water. Forests should be forests, grasslands and grasslands should be suitable for wastelands. We should pay equal attention to protection and restoration, coordinate desert control, water control and mountain control, increase joint prevention and control efforts, work together to improve the overall effectiveness of governance, and summarize and promote good experiences, practices and models of systematic governance and scientific governance. We must take key projects as the main means to fight the tough battle, take effective measures to ensure that the construction tasks are fully completed, accelerate the allocation and use of funds, fill in progress on time every month, carry out operational design and annual completion tasks, strengthen project supervision, and increase project planning and reserves. We must integrate the concept of quality priority into the entire process of engineering construction, strictly control the design, construction, supervision and acceptance, implement closed-loop management of projects, keep a close eye on key links of project implementation, and carry out comprehensive self-inspection of project self-inspection and provincial review. We must strictly implement local management and maintenance responsibilities, resolutely protect existing forests and grass vegetation, explore and establish a mechanism that directly links management and maintenance results with interests and responsibilities, encourage the implementation of the "forest farm +" model, and strengthen management and maintenance through state-owned forest farm trusteeship, collective forest farms and cooperative management, and farmers and herdsmen's self-operation to ensure that the construction results are consolidated. We must innovate policy mechanisms, stimulate the vitality of all parties, encourage the exploration and establishment of rewards instead of subsidies and flexible contracting methods that conform to the actual situation of the project, expand the scope of "work-for-relief", fully mobilize the people's enthusiasm for participating in afforestation, planting grass, sand control, and sand control, promote new models such as "photovoltaic sand control", "roadly-based sand control", and "mechanical sand control", and organize the special activity of "I plant trees for the Three Norths". We must enhance our awareness of active publicity, increase publicity on engineering construction, vigorously carry forward the "Three Norths Spirit", provide good guidance on public opinion, strengthen popular science education, and tell good stories about China's sand prevention and control. In accordance with the working mechanism requirements of "central coordination, provinces are responsible for overall responsibility, and cities and counties are responsible for implementation", we must implement the funds, tasks, progress, goals and other responsibilities of project construction.
