It is understood that the update and renovation will be the first to start with the facility planting industry, focusing on the advantageous production areas of major facilities and vegetable production areas in China, and promoting the transformation of old sheds and the renewal of basic production equipment.
Qiu Tianchao, deputy director of the Agricultural Economics Department of the National Development and Reform Commission, said that the optimization and transformation of old shed structures such as solar greenhouses and plastic greenhouses will focus on improving structural safety and land utilization; update and supplement new equipment such as intelligent environmental regulation, automatic water and fertilizer management, and logistics and transportation in-houses will be improved to improve the level of mechanization, automation and greening of agricultural production.
This new policy emphasizes that we must fully respect the wishes of business entities, plan projects based on resource endowments, and plan projects according to local conditions; we must abide by the national land use policy, strictly prohibit illegal occupation of arable land, and strictly prohibit the construction of "green houses" in violation of regulations; we must make good use of scientific and technological innovation and technological transformation re-lending policy tools, and give full play to the linkage role of investment and loans.
In the next step, the National Development and Reform Commission and the Ministry of Agriculture and Rural Affairs will further expand the scope of supporting facility agriculture by the "two new" policies, and start the renewal and transformation of facilities, animal husbandry, facility fishery and other fields in a timely manner.
