The Supreme People's Procuratorate today (9th) issued a white paper on the "Four Major Procuratorial Procuratorial Work" for criminal, civil, administrative and public interest litigation. The white paper comprehensively sorted out the case handling situation and main characteristics of criminal, civil, administrative and public interest litigation prosecution in 2024, and comprehensively demonstrated the new measures and new achievements of various procuratorial work to serve the high-quality economic and social development, procuratorial services for the people, and strengthen legal supervision.

In 2024, the national procuratorate insisted on "handling every case with high quality and efficiency" as the basic value pursuit of procuratorial performance of duties and cases, and performed legal supervision responsibilities in accordance with the law. A total of 4.099 million cases of various types were handled, including 3.471 million criminal prosecutions, 282,000 civil prosecutions, 195,000 administrative prosecutions, and 151,000 public interest litigation prosecutions, and the proportion of "four major prosecutions" cases was 84:7:5:4.

The quality and efficiency of case handling continue to improve:

The verdict rate of guilty in criminal cases is 99.97%;

The adoption rate of supervision opinions for civil and administrative effective judgments is 93% and 84.8% respectively;

The court support rate for public interest litigation prosecution cases is 99.5%.

It has played a positive role in fully utilizing the power of the rule of law to maintain stability, promote development, protect people's livelihood, and ensure good governance.

In terms of criminal prosecution work: In 2024, the national procuratorate approved and decided to arrest 753,000 people and prosecute 1.631 million people; not arrested 388,000 people and prosecuted 402,000 people according to law; handled 757,000 criminal cases of filing, investigation, trial, and execution supervision.

The procuratorate fully plays the role of criminal procuratorial participation and supervision functions throughout the process, insists on punishing crimes and preventing crimes, pays equal attention to strictness and lenientness in accordance with the law, the quality of cases of reviewing arrests and reviewing prosecutions is improving, and the litigation supervision structure is constantly optimized.

In terms of civil prosecution work:

In 2024, procuratorates across the country accepted 282,000 civil prosecution cases, and put forward 104,000 supervision opinions on handling supervision cases of effective civil judgments, trial activities, and execution activities.

The supervision of civil effective judgments by the procuratorate has developed steadily; attach importance to deep-level illegal supervision, and the supervision of illegal supervision of civil trials and execution activities is more accurate; standardize the boundaries of civil support for prosecution cases, and adhere to the positioning of supporting prosecution; continue to strengthen supervision of false litigation, and the high incidence of false litigation has been curbed.

In terms of administrative procuratorial work:

In 2024, procuratorates across the country accepted 195,000 administrative procuratorial cases and put forward 32,000 supervision opinions on administrative effective judgments, trial activities, and execution activities supervision cases.

The procuratorate has carried out the "high-quality and efficient handling of administrative effective judgment supervision cases", and administrative supervision is more powerful; deepen the supervision of illegal supervision of administrative trials and execution activities, and promote the resolution of prominent problems in the field of law enforcement and judicial work; the reverse connection of execution and execution work is carried out in an all-round way, and the substantive resolution of administrative disputes and the promotion of social governance throughout the supervision and case handling.

In terms of public interest litigation prosecution work:

In 2024, the procuratorates across the country handled 151,000 public interest litigation cases, including 136,000 administrative public interest litigation and 15,000 civil public interest litigation.

The procuratorate takes special legislation as the driving force to promote the improvement of the public interest litigation system, insists on improving the accuracy and normativeness through litigation, and continuously improves the quality and efficiency of case handling; firmly grasps case handling in four statutory areas, and continues to advance public welfare supervision in the new statutory areas.

The white paper shows that in the past year, the national procuratorate thoroughly implemented the overall national security concept, closely focused on the decisions and deployments of the Party Central Committee, and jointly issued the "Opinions on Punishing the Secession and Inciting Crimes of Separatism in the Country in accordance with the Law" with the Supreme People's Court, the Ministry of Public Security, the Ministry of Security, and the Ministry of Justice, to resolutely defend national sovereignty, unity and territorial integrity. We will make every effort to maintain the rule of law in cyberspace, work with the Supreme People's Court and the Ministry of Public Security to formulate opinions on handling criminal cases such as cross-border telecommunications and network fraud, and guide the Zhejiang procuratorate to prosecute 39 members of the Mingjia Crime Group and related criminal groups in northern Myanmar.

At the same time, the procuratorate focuses on hot and bottleneck issues that are urgent and difficult for the people and are related to the people's vital interests, and does a solid job of procuratorial work for the people. For example, the procuratorates across the country actively participated in the special action to eradicate wage arrears, and released typical cases of crimes of refusing to pay labor remuneration for six consecutive years, prosecuting 1,140 people for malicious wage arrears, supporting migrant workers to file 40,400 civil lawsuits for wage claims and rights protection, and recovering 1.57 billion yuan of wage arrears; Beijing procuratorates handled a total of 5,442 cases of migrant workers' support for prosecution, and helped migrant workers to collect wages of more than 74 million yuan; the procuratorates in Anshun, Zunyi and other places in Guizhou recovered more than 600,000 yuan of labor remuneration for more than 100 express delivery personnel through supporting prosecutions and guiding settlements.

In addition, the "Four Major Procuratorates" white paper also focuses on the main responsibilities and main business of legal supervision, and summarizes the legal supervision work results of the procuratorate in accordance with the law on filing, investigating, trial and execution activities. For example, the procuratorate insists on strengthening supervision of effective judgments that have indeed been wrong and resolutely safeguard fairness and justice. The Shandong procuratorate conducted an investigation and verification on the fact that the court determined that the public security bureau of a county was administratively detained and fined on the grounds that Zhang was beaten by others, and believed that Zhang was obviously weak in terms of gender, age, height, weight, etc., and was a counterattack to avoid others' disturbances after drinking. According to relevant judicial interpretations, it should be considered as legitimate defense. The appeal was filed and the judgment was changed. The administrative penalty decision was revoked, which effectively promoted social integrity.
