The reporter learned from the Ministry of Housing and Urban-Rural Development today (March 7) that the Ministry of Housing and Urban-Rural Development and the State Administration for Market Regulation recently put forward further requirements for promoting the renovation of old residential elevators, and deployed all localities to do a good job in super-long-term special treasury bond funds to support the renewal of old residential elevators. At present, 36,000 elevators have been started nationwide.
The Ministry of Housing and Urban-Rural Development and the State Administration for Market Regulation stated that all localities should make solid preparations for the application and organization of the renewal projects of old residential elevators in 2025, scientifically formulate annual goals and tasks, and make good use of ultra-long-term special treasury bond funds, residential special maintenance funds, and residents' independent investment. At present, the Ministry of Housing and Urban-Rural Development cooperates with the National Development and Reform Commission to allocate 6.2 billion yuan of ultra-long-term special treasury bond funds in 2024, and supports local governments to renew 41,000 old residential elevators, benefiting nearly 1.7 million residents. As of February 2025, 36,000 elevators have been updated with super-long-term special treasury bond funds.
According to the requirements, all localities should pay attention to promoting the working methods and methods of the renovation of old residential elevators, and strive to solve prominent problems such as the difficulty of residents reaching consensus and the difficulty of raising funds for renewal and renovation. At the same time, all localities should establish and improve working mechanisms, find out the basic number of old residential elevators, focus on giving full play to the main role of residents, raise funds through multiple channels, and ensure the quality of the upgraded and renovated elevators.
