Xinhua News Agency Beijing (Reporter Bai Ying) A reporter learned from the State Administration of Radio and Television on July 31 that the "Measures for the Development and Management of Micro-Short Dramas" will come into effect on September 1, 2026.
The method is clear. The so-called micro-short dramas in these measures refer to dramas with a single episode lasting less than 20 minutes, a clear theme and main line, a continuous and complete storyline, and prominent characters.Within the territory of the People's Republic of China, these Measures shall apply to micro-short dramas broadcast to the public through Internet websites, Internet applications and distribution platforms, radio and television channels and special zones, Internet TV, interactive Internet TV (IPTV), cable TV and other broadcast channels, using televisions, mobile phones, tablets, computers, public electronic screens, smart (wearable) and vehicle-mounted devices as receiving terminals.
According to the regulations, micro-short plays are divided into first-class micro-short plays, second-class micro-short plays and third-class micro-short plays based on investment amount, subject matter, etc., and the filing, publicity and distribution licensing systems are implemented according to the classification.The classification standards are formulated by the radio and television administration department of the State Council and adjusted in a timely manner based on the actual development of the industry.
The measures require that micro-short dramas must not contain 11 contents that endanger national security, distort national history, slander China’s excellent traditional culture, or infringe upon the legitimate rights and interests of minors. It also stipulates that micro-short dramas generated and produced using artificial intelligence technology must add warning signs in prominent locations in each episode.
