CCTV News: Recently, the Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly issued the "Notice on Further Strengthening the Management of Access, Recall and Online Software Upgrade of Intelligent Connected Vehicle Products" (hereinafter referred to as the "Notice"), aiming to further standardize the management of access, recall and Online Software Upgrade (OTA), effectively ensure vehicle safety, improve the safety level of intelligent connected vehicle products, and promote high-quality development of the automobile industry.
In 2024, my country implemented a total of 233 car recalls, involving 11.237 million vehicles, an increase of 8.9% and 67% respectively over the previous year. The "Notice" emphasizes that by strengthening the main responsibility for enterprise product quality and safety, refining product access and recall management requirements, deepening product sandbox supervision, improving incident accident reporting and analysis mechanisms, strengthening certification services and management, etc., we will effectively strengthen the access and recall management of intelligent connected vehicles.
With the increase in the number of automotive software codes, OTA has become an important way to implement automobile recalls. As of the end of 2024, the State Administration for Market Regulation has received a total of 4,047 OTA upgrade activities reported by enterprises, involving 486 million vehicles. In 2024, automobile companies implemented remote upgrades (OTA) recalls 19 times, involving 4.068 million vehicles, an increase of 246.8% over the previous year. The "Notice" emphasizes that by strengthening the supervision and management of OTA upgrade activities, strengthening the collaborative management of online upgrade activities of automobile software, etc. Build a strict security guarantee system from multiple dimensions such as technology, management and supervision.
