Boost confidence in private enterprises in development

Last year, the proposal put forward by Zhang Junkuo, a member of the National Committee of the Chinese People's Political Consultative Conference, on further optimizing the policy environment to stabilize expectations and strengthen confidence was rated as the National Committee of the Chinese People's Political Consultative Conference's 2024 good proposal.

"Proposals cannot be slap in the blink of an eye, policies must be down-to-earth. Whether facing the pain points of corporate development or the urgent and difficult times of the people, they need solid research, close communication, and in-depth research to focus on the key issues and find corresponding solutions." Zhang Junkuo, deputy director of the Proposal Committee of the 14th National Committee of the Chinese People's Political Consultative Conference, chairman of the China Development Research Foundation, and former deputy director of the Development Research Center of the State Council, shared the thoughts behind the proposal to reporters.

Double grassroots surveys every year, and member Zhang Junkuo combines decades of research and accumulation in economic policy fields to condense into truth-seeking and pragmatic measures and suggestions such as "enhance the stability and predictability of the policy environment" and "implement the requirements of incorporating non-economic policies into the macro-policy orientation consistency assessment". The relevant proposals have been highly valued by the National Development and Reform Commission and other relevant departments. In 2024, the National Development and Reform Commission hosted 4,091 proposals from the National People's Congress deputies and the National Committee of the Chinese People's Political Consultative Conference, and took effective measures to combine handling of suggestions and proposals with promoting high-quality development.

In the proposal survey on discovering problems and finding countermeasures, Member Zhang Junkuo also paid attention to preaching the Party Central Committee's policies and policies to enterprises through policy interpretation to enhance corporate confidence. He said that in recent years, the Party Central Committee has introduced a series of policies and measures to promote the development of private enterprises, which has played a very good role. However, it takes time for some measures to be implemented and effective. Some private enterprises do not have a comprehensive and accurate understanding of the policies, which to a certain extent has affected the expectations and confidence of enterprises. The research process is not only a one-way process of understanding the situation from enterprises and finding answers, but also a two-way process of communication and interaction and building consensus.

Talking about the direction of this year's proposal, Mr. Zhang Junkuo said that further effectively boosting consumer demand, especially promoting service consumption related to benefiting people's livelihood, is his focus. "Due to the increasing uncertainty of external demand, expanding domestic demand, especially consumer demand, this year will be more important for stabilizing growth." Member Zhang Jun Expanded believes that there is still a lot of room and potential to boost consumption at present, and the key is to combine promoting consumption with benefiting people's livelihood. He suggested that from the perspective of solving the urgent and anxious problems of people's employment, income increase, education, medical care, and elderly care, and from meeting the people's yearning for a better life, focus on the bottlenecks and difficulties that restrict consumption needs, and adopt more effective policies to further enhance consumption capacity and confidence. He stressed that while continuing to do a good job in encouraging commodity consumption such as "old trade-in" and other things, we should pay more attention to promoting employment and increasing income and supporting service-oriented consumption.
