Make the city form more distinctive. Urban form is a unique spatial structure and external expression formed by a city in its long development process due to multiple factors such as nature, history, culture, and economy. It is an important manifestation of the city's personality and charm. The spatial layout form is the most intuitive embodiment of the aura of the urban pattern and an important foundation for urban construction and development. The situations of each city vary greatly. In urban planning, considering the shaping of urban forms, it is necessary to adapt to local conditions and highlight characteristics, and include elements such as layout, outline, skyline, etc. into the overall planning system. Therefore, we must base ourselves on our unique endowments, improve the national land space planning system, and outline the urban form of "city and water depend on each other, comfortable and grand". Focus on major national strategies, look at the city outside the city and look at the present from the future. Relying on highways, railways, aviation, and urban public transportation, we will accelerate the construction of comprehensive passenger transport hubs, build a regional comprehensive transportation hub, effectively promote the rational flow and efficient agglomeration of various production factors, and comprehensively improve the urban energy level and carrying capacity.

Make urban business formats more vibrant. Urban business formats are spatial projections of urban economic activities and are dynamic networks woven together by industrial layout, functional configuration and urban temperament. Organically combining industrial development with urban functions, building a modern industrial system, attracting the agglomeration of high-end factors such as talents, technology, and capital is a realistic need for urban sustainable development. Highlight smart growth, grasp the core of industrial-city integration, establish the city with industry and develop production with cities, promote the integration of industries and urban functions and spatial integration, and strive to cultivate urban business formats that "industry-city integration and smart growth". Comprehensively deepen the construction of "dual-type" cities that integrate industry and education and industrial innovation, rely on high-advantage industrial clusters, and promote the upgrading of urban business formats. Accelerate urban renewal, focus on good houses, good communities, good urban areas, and good urban areas, create high-quality residential buildings and high-standard blocks, and develop in a coordinated manner among major business districts, and the city is becoming more and more "lifestyle", "fireworks" and "urban style".

Make the urban ecology more beautiful. Urban development not only pursues economic goals, but also pursues ecological goals and the goal of harmony between man and nature. A good urban ecology is the brightest background, greatest advantage and strongest potential of a city's development. We must scientifically and reasonably plan the city's production space, living space, and ecological space, so that the city can integrate into nature, and allow residents to "see the mountains, see the water, and remember their homesickness." Build pocket parks and street corner parks to improve the green space rate and per capita park green space area in the city, so that citizens can see green on the window, see scenery when going out, see water when walking, and see gardens when walking around corners, so as to achieve "high quality" of citizens' lives.

Make the city's cultural style more profound. Protect the city’s historical and cultural heritage, continue the urban cultural context, and make history and the present complement each other. History is the memory of the city, culture is the soul of the city. Continuing the historical context of the city is to protect the vitality of the city. Inherit the historical context in the spirit of being responsible for history and the people, handle the relationship between urban transformation and development and the protection and utilization of historical and cultural heritage, develop in protection and protect in development, so that history and culture and modern life can be integrated and complement each other, and cultivate a "long-lasting cultural context, confident and inclusive" urban culture. Deeply explore the contemporary value of China's excellent traditional culture, spread the stories of ancestors, protect historical relics, and keep famous people's former residences and humanistic stories to life. In particular, we will take the construction of a bookish city as a starting point to inherit historical context, shape urban confidence, create cultural landmarks, enhance cultural and creative products, and promote cultural and tourism brands, so that more and more citizens can "see history, touch famous scholars, and inherit good context."

Make the city's quality more tasteful. The fundamental purpose of promoting urban governance is to enhance the people's sense of gain, happiness and security.
