In recent years, the government has issued monthly subsidies, and new college students can stay and do well." In recent years, Bali Town Health Center, Qilihe District, Lanzhou City, Gansu Province has benefited from the "support 10,000 unemployed ordinary college graduates to find employment at the grassroots level" project and has successively recruited 7 university graduates. With the support of talents, the health center has implemented the transformation of the traditional Chinese medicine clinic, added projects such as acupuncture, moxibustion, scraping, etc., and introduced new technologies such as wax therapy and warm needles to provide services to more than 60,000 residents in the jurisdiction.

"Support 10,000 unemployed ordinary college graduates to find employment at the grassroots level" is a people's livelihood project that the Gansu Provincial Government has implemented for 17 consecutive years. Since 2009, Gansu provincial finance has provided living subsidies to college students employed at the grassroots level at the standard of 1,500 yuan per person per month, with a subsidy period of 3 years. Grassroots employment units include county-level and below education and health institutions, street communities, grassroots stations, as well as "specialized, specialized, and new" small and medium-sized enterprises, state-owned enterprises, private enterprises, private non-enterprise units related to strategic emerging industries and the top ten ecological industries.

Before the end of August each year, relevant departments in Gansu will organize two-way docking and free choices to enter into labor contracts for qualified employers and college graduates. The work experience of graduates recruited is regarded as grassroots work experience. During the project subsidy period, project personnel are allowed to participate in the recruitment (employment) examinations for various policy positions, full-time graduate students, etc. If the project personnel leave their posts, the cities and counties will make substitutions based on the remaining subsidy funds, and the subsidy personnel will also enjoy a three-year subsidy policy.

In order to promote the implementation of the project, Gansu Province takes activities such as public employment services for college graduates on campus and joint recruitment of college graduates in large and medium-sized cities as the entry point, and promotes them through various forms such as online and offline, copywriting and video. At the same time, the provincial, municipal and county levels have been linked to build an online "cloud interview" and "cloud recruitment" platform, and held special recruitment activities, so that college graduates who applied to participate in the project can achieve efficient "online + offline" docking and rush to the two-way.

As of the end of 2024, Gansu has supported 160,000 college graduates to find employment at the grassroots level, of which more than 80% of graduates have entered various enterprises. Among them, in 2024, 472 people entered county-level and below educational institutions, and 1,572 people entered health institutions. A large number of graduates were absorbed by "specialized, specialized and innovative" small and medium-sized enterprises, state-owned enterprises and private enterprises.

"Living subsidies are like 'government red envelopes', allowing us to find employment and live happily in the enterprise." With the professional expertise learned in the university, he quickly grew into the company's business backbone.

The implementation of the project has also effectively promoted the development of local enterprises. Gansu Dingxi High-Strength Fastener Co., Ltd. has enjoyed 3.631 million yuan in government living subsidies through this project in recent years, and has recruited 79 college graduates in total. At present, 9 have been promoted to management positions and become the backbone of the enterprise.
