Xinhua News Agency, Beijing, October 30 (Reporters Zhou Yuan and Shen Cheng) The Ministry of Industry and Information Technology and the Ministry of Finance issued an announcement on the 30th to publicly solicit opinions on the first batch of government procurement standards for domestic products, involving five products including portable Fourier infrared gas analyzers, reverse osmosis water treatment equipment, field emission scanning electron microscopes, fixed multi-joint industrial robots, and small and medium-sized helicopters.

Implementing domestic product policies in government procurement is a common practice among the world's major economies and is also a clear requirement of the government procurement law. The notice on the implementation of domestic product standards and related policies in government procurement issued by the General Office of the State Council last year clarified the domestic product standards and supporting policies in government procurement.

The reporter learned that considering the large number of product categories in my country, the formulation of domestic product standards for various products is technically complex and highly professional. Relevant departments have fully communicated with domestic and foreign-funded enterprises, associations and chambers of commerce. In accordance with the principles of "strong leadership, government procurement must have a certain scale, a consensus can be reached on the determination of primary and secondary components in the industry, and the domestic industrial chain supply chain has certain supporting conditions", five products including portable Fourier infrared gas analyzers were selected as the first batch of products to carry out research and formulation of domestic product standards.

The consultation draft clarifies the product definition, the list of primary and secondary components, the cost proportion of components produced in China, the requirements for key components and key processes to be produced or completed in China, and a transition period for implementation after the standards are promulgated.

Taking fixed multi-joint industrial robots as an example, the consultation draft proposes a list of 4 first-level components and 19 second-level components. It requires that the ratio of the component cost of the product produced in China to the total product cost should not be less than 70%. Precision machining of reducers, insulation treatment of servo motor winding manufacturing, and printed circuit board patching should be completed within the country. The standard will be implemented three years after the promulgation.

Chen Zhiwu, associate professor at the Beijing National Accounting Institute, believes that the formulation of domestic product standards is a concrete manifestation of the strategy of expanding domestic demand and building a new development pattern. It is a key starting point to promote the high-quality development of the manufacturing industry. It helps to allow financial funds to truly flow to domestic products with advanced technology, excellent quality, and local roots in procurement. It also means that procurement rules are more open, transparent, and predictable. Both domestic and foreign-funded enterprises can clearly judge procurement behavior based on the standards and arrange R&D and layout accordingly.
