The "Opinions" emphasize improving service and regulatory efficiency.The new regulations guide various localities to conduct surveys of regional characteristic natural and human resources, grasp the ownership, quantity, area, spatial location, utilization status and other information of characteristic resources, and incorporate them into "one map" to provide scientific basis for regulating the development of tourism and the transformation of "Two Mountains".At the same time, it is emphasized that the construction of various tourism projects should be fully demonstrated based on the market situation and risks, factor guarantee conditions, capital investment and returns, etc., to prevent low-level duplication of construction, and not to engage in "image projects"; strictly determine land uses in accordance with national spatial planning, and it is strictly prohibited to use the name of tourism projects to change the current status and planned uses of the land without authorization for the construction of villas, private estates, real estate, golf courses, theme parks, antique cities (towns, villages, streets), landscape antique buildings, etc.
