The negative list for market access, although the name contains the word "negative", it is actually not negative at all. Simply put, the negative list of market access is a summary of all prohibited and restricted list. Except for those that cannot be done on the list, other areas that are not listed can be invested and operated in accordance with the law.

In 2018, the National Development and Reform Commission and the Ministry of Commerce issued the first negative list for market access in my country. This year, this edition is the fourth revision. Compared with the first edition, the matters on the list have been reduced by about 30%.

In the latest version of the list, there are fewer areas that are not allowed or restricted. For example, there is one thing that is very concerned about by the market, and the official seal engraving industry will be changed from a license system to a filing system.

The cancellation of the license means that practitioners no longer need to go through this cumbersome approval process. Practitioners only need to register with relevant departments and submit necessary materials to conduct business. The program is simplified and more efficient.

Set up a TV series production unit and the approval process is simpler. Not only is the list getting shorter and shorter, but in the new version of the list, there are some areas that retain the necessary market access management, but in fact, the approval of the access process is more streamlined, which is more convenient for business entities.

The "List (2025 Edition)" canceled the pre-approval of establishing a TV series production unit and was replaced with unified management of the production of other radio and television programs.

After the approval is cancelled, although you still need to obtain a "Radio and TV Program Production and Operation License" to engage in TV series production, enterprises no longer need to apply for the qualification of "TV Series Production Unit" separately.

In addition, the "List (2025 Edition)" has also deleted a number of local measures, canceled corresponding local licensing measures, and implemented a unified national access method. For example, this time the "vehicle rental service" was deleted from the list, and the corresponding preconditions such as small and micro passenger car rental business filing certificates were also cancelled. After the policy is liberalized, vehicle rental services will no longer be restricted by local special regulations, which will also help to form a national unified market with cross-regional operations and efficient allocation of resources.
