In recent years, geological disasters have shown an increasingly prominent trend of extreme and abnormality. The meeting required a deep understanding of the constant changes in the time and space laws of disasters, focusing on regional mass and complex chain disaster risks, paying attention to preventing mass landslides and mudslides caused by heavy rainfall in earthquake-affected areas and forest fires in recent years, and preventing large-scale collapses, landslides and mudslides caused by accumulation of long-term deformation and short-term sudden environmental changes.

The meeting emphasized that natural resources departments at all levels should take geological disaster prevention and control as the top priority, organize and implement the "one action" of geological disaster prevention and control publicity and training drills, and update the "two projects" of investigation, monitoring and early warning and comprehensive governance capacity improvement of hidden danger points and risk areas; give full play to the role of geological disaster deliberation and coordination agencies of governments at all levels, strengthen the organization, coordination, guidance and supervision role of natural resources departments, and assist party committees and governments at the same level to implement local management responsibilities, relevant departments' industry supervision responsibilities, and production and operation units' main responsibility for disaster prevention and control; accelerate the implementation of comprehensive governance projects, and give full play to the effectiveness of disaster prevention and reduction as soon as possible. At the same time, do a good job in pre-research and preparation of the 15th Five-Year Plan for geological disaster prevention and control.

The meeting required that all key tasks be implemented. First, we will adhere to the mechanism of "three inspections" and "county and townships" during the flood season, and professional and technical forces will go to the front line, and go to key prevention areas to "squat in areas" to strengthen technical support and guidance during key periods. Second, guided by the construction of "one map of natural resources", we will continue to improve the capabilities of "peacetime" risk analysis, early warning consultation, decision-making services, and "wartime" command and dispatch, emergency response, and information reporting, and efficiently deal with all kinds of disasters, dangerous situations and disaster-related emergencies. The third is to strengthen the review of historical disasters, deepen the understanding of disaster laws, disaster formation mechanisms and disaster-causing patterns, determine key areas, important parts and critical periods for geological disaster prevention, and form "one province, one policy" and "one place, one policy". Fourth, supervise and guide the investigation and handling of disaster-related risks and hidden dangers in engineering construction and major infrastructure, and strictly prevent "small deaths and injuries".
