The reporter learned from the State Intellectual Property Office that my country's patent opening licensing system has been fully implemented, breaking through difficult and bottlenecks such as asymmetry in patent supply and demand information. As a major manufacturing province in my country, Hunan has activated the transformation and application of existing patents such as universities and research institutions through various methods such as open patent licensing and joint research and development of schools and enterprises, and has enabled more and more patents to move from "laboratory" to "production lines".

Recently, the world's first kilometer-level vertical shaft hard rock full-section boring machine was successfully launched in the Changsha Second Industrial Park of Railway Construction Heavy Industry. It can be used for full-section excavation of vertical shafts at depths above 1,000 meters, filling the technical gap in the global kilometer-level deep vertical shaft hard rock boring machine.

The technical director of the enterprise introduced that in the past, the research and development of large-scale equipment such as this involved the protection of core patent technology, was a small-scale cooperation in research and development, and it was difficult to form a joint R&D force. In this project development, they tried to use the results of the National Key R&D Program as the driving force, and jointly develop and share the results with more than ten units including Beijing University of Science and Technology.

One-third of the more than 100 patents involved in the research and development come from upstream and downstream enterprises. Through the "one-to-many" model of patent open license, the process of multiple authorization and approval of traditional patents has been simplified, providing convenience for project R&D teams to use patent technologies from multiple channels.

As of now, Hunan Province has 121,300 valid invention patents, a total of 20,700 patents have been transferred and 8,670 licenses have been licensed, and the added value of patent-intensive industries is 593.848 billion yuan.
