CCTV News: According to the WeChat official account of Shishuxinyu, in order to further standardize the adoption of international standards, steadily expand the opening of standards and systems, and accelerate the integrated development of domestic and foreign trade, the State Administration for Market Regulation recently revised and issued the "Regulations on the Administration of Adopting International Standards" (hereinafter referred to as the "Measures"), which will come into effect on June 1, 2025. The main content of the revision includes five aspects.

The second is to establish an international standard full-process tracking mechanism. The Measures stipulate that domestic units that undertake counterpart work of international standard organizations and technical institutions shall track and study the latest progress and development trends of relevant international standards, and inform the National Professional Standardization Technical Committee and other relevant parties within 30 days from the date of completion of each stage of international standard formulation.

The third is to clarify the cycle requirements for the formulation of national standards for standard procurement. The Measures clearly state that projects for national standard procurement should be given priority. The period for national standard projects to obtain standards to submit materials submitted and approved from the plan shall generally not exceed 12 months. If the international standards being formulated are adopted, national standards for adopting standards are encouraged to be formulated and implemented simultaneously with them.

The fourth is to strengthen copyright policy requirements. The Measures put forward requirements for copyright protection from multiple links such as project evaluation, approval and review, and standard disclosure of national standards for bidding, and clearly state that the disclosure of national standards for bidding should comply with relevant requirements of my country's laws and regulations and comply with the copyright policies of international standards organizations.

Fifth, improve the supervision and error correction mechanism of international standards. The Measures stipulate that the State Council’s standardization administrative department shall organize and carry out the evaluation of the implementation effect of national standards for bidding in key areas. The relevant administrative departments of the State Council shall organize and conduct evaluations of the implementation effect of national standards for the procurement of standards in their departments and industries in accordance with their responsibilities. If the assessment finds problems with international standards, the problems and revision suggestions should be promptly reported to the International Standards Organization.
