The new version of "Normal Conditions" has three main changes: First, the requirements for basic indicators are comprehensively improved. In combination with the new requirements of relevant policies and standards such as market supervision, production safety, energy conservation and emission reduction, the basic indicator requirements for process equipment, environmental protection, resource consumption, and production safety have been comprehensively updated and improved. If the pollutant emission indicators are clear, the entire process of ultra-low emission transformation will be completed and publicized from 2026, and the production safety indicators will be adjusted from no major or above production safety accidents to no major or above production safety accidents.
Second, innovatively sets leading indicators. "Leader" evaluation indicators are established around high-quality development directions such as high-end, intelligent, green, efficient, safe, and distinctive. Taking high-end as an example, a comprehensive evaluation of enterprises is carried out from the dimensions of scientific research, quality, patents, standards, etc., so as to measure the level of high-end development of enterprises, clarify development advantages and weaknesses, and clarify the direction for further transformation and upgrading of enterprises.
Third, carry out hierarchical and classified evaluation. Relying on the basic indicators and leading indicator evaluation system, we will set up benchmarks for "standard enterprises" and "leading and standardized enterprises". Through the hierarchical and classified management of steel enterprises, we will guide enterprises to benchmark against the advanced, transform and upgrade, and comprehensively improve the level of industry development.
