At a special press conference held by the Ministry of Commerce today, a relevant official from the Ministry of Commerce introduced that since its establishment in April 2015, the Guangdong, Tianjin and Fujian Free Trade Pilot Zones have boldly tried and boldly made breakthroughs. The first-class and integrated reform experiment has achieved remarkable results. The high-level institutional opening pilot projects have been continuously implemented, modern high-end industrial clusters have developed rapidly, and regional coordinated development demonstration samples have gradually formed. The Guangdong Free Trade Pilot Zone took the lead in implementing innovative measures such as the reform of the commercial registration confirmation system, saving tens of millions of yuan for enterprises every year; implemented the first foreign-owned ship management company and seafarer dispatched agency in the country; continued to expand the opening up to Hong Kong and Macao finance, law, education, medical care, construction and other fields, and recognized the professional qualifications of 26 types of professionals such as Hong Kong and Macao architects, physicians, and tax accountants.

Tianjin Free Trade Pilot Zone took the lead in carrying out innovative models such as green leasing and export leasing to promote the development and growth of the financial leasing industry, with a total scale of more than 2.3 trillion yuan; issued the first data outbound management list in the country and the first enterprise data classification and classification standards; actively built an industrial cluster featuring aircraft, ships, and offshore equipment leasing, becoming the world's second largest aircraft leasing gathering place; the total assets of commercial factoring enterprises reached 300 billion yuan.

Fujian Free Trade Pilot Zone has further promoted the exploration and implementation of reform measures such as "non-stop" ship transfer; issued the first "Guidelines for Maritime Transportation of Container Lithium Battery Energy Storage Systems" in the country, reducing logistics costs by 70%; promoted the integrated innovation of emerging industries such as bonded maintenance, Internet of Things, and cross-border e-commerce, especially the number of bonded maintenance and cargo value of high-value-added products such as aircraft ranks first in the country, and took the lead in expanding opening to Taiwan in more than 50 fields such as telecommunications and medical care.

Meng Huating, Director of the Port Department of the Free Trade Zone of the Ministry of Commerce: As the "test fields" of reform and opening up, the three free trade pilot zones have formed more than 140 high-quality institutional innovation results replicated and promoted at the national level, including a new "one-stop" supervision model of cross-border e-commerce export returns, a mutual recognition system for certified operators (AEOs) of international customs, and a commissioned production model for medical device registrants, etc., providing a "free trade plan" for the innovative development of related industries.

In the past ten years, the total import and export volume of Guangdong Free Trade Pilot Zone has increased from about 110 billion yuan in 2015 to about 740 billion yuan in 2024, with an average annual growth rate of more than 24%; the Fujian Free Trade Pilot Zone has a total of 138,000 newly established enterprises, 8.8 times that of before listing; the Tianjin Free Trade Pilot Zone has used more than US$2 billion in annual actual foreign capital, and with 1% of the city's land, it has contributed more than 40% of the city's actual foreign capital.
