Recently, the Ministry of Commerce and nine other departments jointly issued the "2025 Work Plan for the Action to Improve Quality and Benefit the People" (hereinafter referred to as the "Work Plan"). The "Work Plan" is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implements the decisions and arrangements of the CPC Central Committee and the State Council on the development of service consumption, promotes the expansion of service supply, innovates diversified consumption scenarios, improves service quality, improves consumption experience, releases the development potential of service consumption, and provides strong support for high-quality economic development.
The Work Plan proposes 48 specific tasks and measures in six aspects: strengthening policy support, carrying out promotion activities, building platform carriers, expanding opening up, strengthening standard guidance, and optimizing the consumption environment. It covers major industries such as catering, accommodation, health, culture and entertainment, tourism and leisure, and sports events, as well as new business formats and new scenarios such as tourist trains, air tours, parachuting, ultra-high-definition TV, and micro-short dramas.
The Work Plan focuses on coordinating the domestic and international dual circulation, insisting on making efforts on both supply and demand, and supporting the expansion of the supply of high-quality services through opening up to the outside world and liberalization. At the same time, we will adhere to problem-oriented approach, focus on people's livelihood concerns such as "one elderly and one young", and formulate targeted special policy measures to support housekeeping, elderly care, childcare, and healthy consumption to better meet the people's growing needs for a better life.
The Work Plan requires all localities and relevant departments to strengthen policy coordination and work coordination, enhance the influence of the action of improving the quality of service consumption and benefiting the people, and create a good atmosphere conducive to the development of service consumption.
