98% of enterprises in Luliang, Shanxi are private enterprises, and one-third of the 500,000 employees in the city are migrant workers. For Luliang, focusing on improving the quality of migrant workers is not an optional question, but a must-answer question.

In recent years, this typical resource-based city has continued to undergo industrial transformation and has also explored a path to steadily improve the quality of migrant workers.

In this automobile glass manufacturing company in Luliang City, Shanxi, in the dust-free production workshop, several workers are installing tungsten wires that are thinner than one-fifth of their hair onto the equipment. Now, a batch of wire-clamped glass used on the front windshield of the car can be produced in ten minutes. Compared with traditional automotive glass, the interlayer of wired glass is covered with tiny metal tungsten wires. The heat emitted after powering on can quickly melt the water mist, frost and ice condensed on the surface of the glass.

This automotive glass wire production line was put into production in May last year. The use of new equipment no longer requires manpower to complete cutting, edge grinding, hole punching and other tasks that originally needed to be done manually. The gap in skilled talents who are familiar with the equipment operation interface, parameter settings, and operation processes and can complete more refined operations has become larger. Some migrant workers took advantage of the opportunity of equipment upgrades and became the first batch of automotive glass wire workers in Shanxi Province through training.

Since 2017, Luliang City has taken advantage of the reform of the state to start the reform of industrial workers' team building to promote enterprises to continuously increase the training of industrial workers. As of now, 552,300 people have been organized to improve vocational skills, of which 112,800 migrant workers have been trained. Among the more than 20,000 employees of the group, migrant workers account for more than 75%. In recent years, the company has invested an average of 12 million yuan per year in front-line employees' education and training.

In October last year, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Deepening the Reform of the Construction of the Industrial Workers Team", which clearly proposed to implement the responsibility of enterprises to cultivate industrial workers. Enterprises are required to fully withdraw and use employee education funds in accordance with regulations to ensure that more than 60% is used for front-line employee education and training.
