CCTV News: In addition to migrant workers in enterprises, there are many migrant workers in society who originally relied on odd jobs and earned daily wages. The accelerated transformation of the industry has also impacted them. During the interview, the reporter found that many places are helping migrant workers transform by creating labor brands.

In this boiler manufacturing company in Deyang, Sichuan, as a 700-ton radiation-proof lead door slowly closed, Liu Zhengfei and Wu Qiliang controlled the X-ray machine and began to conduct non-destructive testing of welding seams on a batch of boiler cylinders. Patching, parameter adjustment, exposure, film washing, and development are just like radiologists doing examinations. Non-destructive testing is to use professional instruments to detect whether there are cracks, bubbles and other internal injuries that are invisible to the naked eye, so they are also called flaw detectors.
In addition to being able to switch quickly in light and dark environments, Liu Zhengfei and Wu Qiliang also master a variety of non-destructive testing technologies, obtained special equipment operation certificates, and memorized hundreds of weld defect maps, and received stable income of more than 7,000 yuan per month. These are what the two men who were still doing odd jobs on the construction site five years ago had never thought of.

The change originated in 2022. The local government relied on advantageous industries such as equipment manufacturing to cultivate the labor brand "Dezhi Equipment Craftsmen". Deyang Installation Technicians College took the lead in forming a regional and industry-based technical education alliance - Deyang Technicians College Group, integrating 30 enterprises and colleges to train migrant workers and match employment positions. Migrant workers who comply with the national subsidy policy can enjoy free training. Liu Zhengfei and Wu Qiliang were conducting systematic learning here. At present, at the "Dezhi Equipment Craftsman" training base, different courses such as new welding technology, electrical automation, CNC machine tool processing, and drone control are underway, many of which are specially customized and cultivate scarce professional skills for enterprises.

In 2021, the Ministry of Human Resources and Social Security and 20 other departments issued guiding opinions, making systematic arrangements for the discovery, cultivation, development, improvement, and expansion and upgrading of labor brands. The "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Employment Priority Strategy to Promote High-Quality Full Employment" issued in September last year also clearly stated that labor brand recognition and cultivation should be carried out, and the integrated employment service system for employment services, vocational training, and rights protection should be improved. Up to now, more than 2,300 labor brands have been cultivated nationwide, driving nearly 60 million jobs. Labor brands with increasing skills are also becoming the "golden signboard" to drive employment and income growth for key groups such as migrant workers.
