[Persist in implementing the spirit of the Central Eight Regulations]

The Party Central Committee has decided to carry out learning and education on thoroughly implementing the spirit of the Central Eight Regulations throughout the Party, the Jilin Provincial Party Committee has attached great importance to it and acted quickly, leading and promoting the scientific planning and careful organization of party organizations at all levels across the province to ensure that the learning and education is carried out vigorously and orderly, and achieve tangible results, and resolutely shouldering the important responsibilities and mission of "new responsibilities, new breakthroughs, and new actions".

The Jilin Provincial Party Committee immediately held a meeting of the Standing Committee of the Provincial Party Committee and the Provincial Party Committee’s Party Building Work Leading Group meeting to convey and study the spirit of the Central Party Building Work Leading Group meeting and the decisions and deployments of the Party Central Committee, reviewed and passed the "Implementation Plan" for the implementation of learning and education across the province, clarified 21 specific tasks in four aspects, integrated the change of work style and new style into it, and throughout the whole process, built a closed-loop work chain of "learning, investigation, reform, evaluation, and establishment", and made overall arrangements for the learning and education across the province.

Set a benchmark and set an example. The Jilin Provincial Party Committee has studied and formulated the "Main Work Arrangements" for the study and education of the Standing Committee of the Provincial Party Committee and the Standing Committee members, and refined work measures from the aspects of taking the lead in learning and discussion, taking the lead in identifying problems, taking the lead in concentrated rectification, and taking the lead in opening education, setting a good benchmark and setting a good example in the province. Jilin selects and strengthens the provincial party committee’s learning and education work team, and at the same time drives and guides all localities, departments and units to form special teams or clarify special forces to build an integrated, coordinated and efficient working mechanism to ensure that the central deployment requirements are consistent and reach the grassroots level.

Under the leadership of the provincial party committee, party committees (party groups) at all levels actively responded and followed up quickly, conveyed and learned in a timely manner, and deployed and promoted quickly. Grassroots party organizations make full use of the "three meetings and one class" and thematic party days to make arrangements for learning and education, guide the majority of party members and cadres to truly unify their thoughts and actions with the central deployment requirements, and implement all tasks of learning and education to the front line. By the end of March, Jilin Province's launch of deployment has been fully completed, covering all party organizations at all levels and the vast number of party members and cadres.

Jilin adopts the "five-learning linkage" method of leading the theoretical study center group, special study of reading classes, party branch study, concentrated education and training, and online and offline self-study, and organizes the majority of party members and cadres to learn in depth and thoroughly. The Provincial Party Committee set an example and held a collective (expanded) study meeting of the Provincial Party Committee Theoretical Study Center Group. On the basis of in-depth self-study, the Standing Committee members of the Provincial Party Committee exchanged speeches based on the actual work in charge, conscientiously implemented the "first issue" system, and promptly transformed it into new deployments and new requirements for learning and education across the province.

At the same time, all localities and departments in Jilin closely combine with reality and actively explore and innovate. On the basis of concentrated study and discussion, all districts and streets in Changchun City organized a special training on "Strengthening the Party's work style and thoroughly implementing the spirit of the Central Eight Regulations" to educate and guide party members and cadres to be respectful, be wary, abide by the bottom line, and cultivate a clean and upright spirit; Jilin City included relevant contents of learning and education in the main classes of party members and cadres' education and training and compulsory courses for basic training of leading cadres; Baicheng City insisted on reflecting and learning in accordance with cases, sorted out typical cases of violations of the spirit of the Central Eight Regulations and their implementation rules in the city in the past three years, compiled them into a book, and used things around to educate and alert people around them.

All localities and departments across the province highlight problem-oriented approach, insist on promoting learning, investigation and reform in an integrated manner, and ensure that learning and education become stricter and more practical from the beginning.

The Jilin Provincial Party Committee organized a "work style physical examination" and adopted a combination of organizational investigation and comprehensive self-inspection as required to urge and guide all localities, departments and units to systematically sort out the problems in the implementation of the spirit of the Central Eight Regulations and their implementation rules in recent years, widely solicit opinions and suggestions from the masses, laying the foundation for the next step of centralized rectification. As a major agricultural city, Siping City keeps a close eye on the areas of black soil protection, high-standard farmland construction, rural revitalization, and "three assets" management. In combination with the problems found in the inspection, it carefully looks for formalism and bureaucracy issues such as irresponsibility and inaction, deviations in political achievements, and aggravate the burden on grassroots.

The Jilin Provincial Party Committee insists on taking the in-depth implementation of the spirit of the Central Eight Regulations as the key task of party building work this year, and takes real action and work hard, and strives to inspire spirit, inspire fighting spirit, establish an image, and win the hearts of the people with new achievements in style construction, and better unite and lead the whole province to strive to write a new chapter in Chinese-style modern Jilin.
