In the past week, the US has been continuously escalating tariffs on China. Faced with such domineering behavior, China issued a white paper on "China's Position on Several Issues Concerning China-US Economic and Trade Relations" on the 9th and added a number of new countermeasures against the United States to clarify its attitude: there is no winner in the trade war, and there is no way out for protectionism.

China has sufficient policy reserves, stable economic chassis, strong openness, and has the confidence and ability to deal with it calmly.

First, sufficient policy reserves. Although the US side's so-called "reciprocal tariffs" have exceeded external expectations, China has predictions and preparations. This shows how fast and strong the measures such as stabilizing the market and counter-trade are introduced.

Flexible and precise macro policies are particularly critical to respond to external shocks. The Central Economic Work Conference held at the end of last year clearly proposed to enrich and improve the policy toolbox and improve the forward-looking, targeted and effective macro-control.

According to the recent global stock market fluctuations, many Chinese departments have spoken out intensively and the "national team" has put out "real money" to maintain the stable operation of the capital market. Analysts generally believe that China has sufficient reserve policy tools, leaving room for adjustment, whether it is fiscal policy or monetary policy, which can hedge against external adverse effects.

A relevant official from China's Ministry of Commerce also said on the 9th that if the US insists on further escalating economic and trade restrictions, China has firm will and abundant means, and will resolutely counter and accompany it to the end.

Secondly, the economic chassis is stable. The U.S.’s indiscriminate tariffs will have a certain impact on China, but for a country with a population of 1.4 billion, short-term pressure will be difficult to change the medium- and long-term fundamentals.

Since September last year, with the implementation of existing policies and a package of incremental policies, China's economy has continued to recover and improve. In the first two months of this year, China's industry, service industry, consumption, investment and other indicators grew faster than the whole year of last year.

Morgan Stanley and Goldman Sachs have successively raised China's economic growth forecast this year, viewing China as a definite force in uncertainty.

As the world's largest manufacturing country, a complete industrial system is also China's advantage. Ying Pinguang, dean of the School of International Organizations of Shanghai University of International Business and Economics, pointed out that China's industrial chain system is complete, with strong efficient coordination and supply guarantee capabilities, and can maintain resilience under external impact.

In addition, China continues to make breakthroughs in key technology fields. Frontier scientific and technological achievements such as DeepSeek show that China is leading high-quality economic development with independent innovation.

Third, there is great openness. As China's orderly expansion of independent opening and unilateral opening, the potential of super-large-scale markets continues to be released, and the "circle of friends" of economic and trade cooperation is constantly expanding.

In recent years, bilateral trade between China and ASEAN and other regions has grown rapidly, and the adaptability and supply chain layout of Chinese companies in overseas markets have been further enhanced.

When the trend of trade protectionism and anti-globalization rises, open markets are becoming increasingly scarce resources. The white paper mentioned that China's import growth space is huge at present and in the future. It is estimated that by 2030, the cumulative imports from developing countries alone are expected to exceed US$8 trillion.

Zhou Mi, a researcher at the Institute of International Trade and Economic Cooperation of the Ministry of Commerce of China, said that over the past years, China has established a relatively stable mechanism in foreign economic and trade cooperation, which has become an important factor in reducing impacts.

In fact, today when the global industrial chain is highly integrated, any attempt to "decouple" is not only difficult to achieve, but will also have a backlash on the country's economy. For example, many fields in the United States have a high dependence on Chinese products, and it is difficult to find alternative sources in the short term.

At present, the tariff "chaos" that the United States has blew up against its own consumers, further affecting the global economic and financial markets. As the white paper says, trade protectionism does not help improve the country's economy, but will seriously undermine the world trade and investment system, which may trigger a global economic and financial crisis, and will eventually harm others and oneself.

It is normal for differences and frictions to arise in economic and trade cooperation, and equal dialogue is the basic attitude of solving problems among major countries. Experts said that China and the United States can resolve economic and trade differences through equal dialogue and mutually beneficial cooperation.
