CCTV News: According to the Ministry of Water Resources, at 10:00 on April 10, the Xiliao River spring ecological water replenishment scheduling made important progress. The main stream of the Xiliao River reached the mouth of Jiaolai River and was successfully connected to the downstream water channel. The main stream of the Xiliao River, which had been cut off for 27 years, achieved full flow for the first time, and an important landmark task of the mother river recovery operation was successfully completed.

The Xiliao River is an important part of the main stream of the Liao River and is the mother river of the people in the river basin. It has been in a state of no flow since the flood season in 1998. It is also the only big river among the seven major rivers in the country that has no flow. The Ministry of Water Resources actively practices Xi Jinping's ecological civilization thought, thoroughly implements General Secretary Xi Jinping's water management idea "water conservation priority, spatial balance, systematic governance, and two-hand efforts" and the spirit of important discussions on water management, and regards restoring the healthy life of the Xiliao River and recreating the vitality of the river basin as a major mission. Since 2020, through unified scheduling of water resources in the basin and ecological water replenishment in spring and summer, the watery section of the main stream of the Xiliao River has been extended year by year, and the dispatching results have been remarkable. In particular, the spring and flood season scheduling will be implemented in 2024, expanding the range of river infiltration as much as possible, and improving the river water flow conditions will be laid a solid foundation for achieving the entire line of the Xiliao River main stream in spring 2025.

Since the beginning of this year, the Ministry of Water Resources organized the Songliao Water Conservancy Committee and the Inner Mongolia Autonomous Region Water Resources Department to plan and make careful arrangements in advance, and formulate and issue the Xiliao River 2025-2026 water resources dispatch plan and spring dispatch plan, and completely ban planting and draining through flow channels in the river channel, and make detailed, solid and optimized dispatch plans by river system and project. The spring dispatch was officially launched on March 4. We seized the window period, strengthened monitoring and forecasting, and scientifically jointly dispatched reservoirs and important river barricades such as Dashimen, Dongtaizi, Deri Subaoleng, Hongshan, etc., and took reservoir water storage as the main force to scheduling, make full use of melted ice water and river channel water storage, optimized and replenished water, carefully calculated and dispatched water resources for each party, and strictly implemented the "full line of closed mouths and concentrated drainage" measures. The water replenishment head merged with existing water bodies downstream for 38 days, successfully achieving the goal of overflow on the entire main stream of the Xiliao River.

In the next step, the Ministry of Water Resources will firmly establish and practice the concept that green waters and green mountains are gold and silver mountains, stand at the height of harmonious coexistence between man and nature, continue to strengthen the unified dispatch of water resources in the basin, accelerate the construction of river ethics, continue to carry out the mother river recovery action, and unswervingly restore the healthy life of the Xiliao River.
