CCTV News: Recently, the General Office of the Ministry of Transport revised and issued the "Regulations on the Management of Pilot Work for the Construction of a Strong Transportation Country" (hereinafter referred to as the "Measures"), standardizing work processes, strengthening evaluation and management, optimizing acceptance and evaluation, and improving the quality and efficiency of the pilot.
In September 2022, the General Office of the Ministry of Transport issued the "Management Measures for the Construction of a Strong Transportation Country (Trial)", which effectively guided the pilot work for the construction of a Strong Transportation Country. As of the end of March this year, the Ministry of Transport has organized 113 units to carry out 782 pilot tasks and 23 special pilot projects, of which 81 have completed acceptance and evaluation. In combination with the new situation and new tasks facing accelerating the construction of a strong transportation country, in order to further strengthen work coordination and change "passive approval" to "active guidance", the Office of the Leading Group for Accelerating the Construction of a Strong Transportation Country organized the revision of the "Measures".
The revised "Measures" proposes to strengthen active guidance on the pilot direction, and the Office of the Leading Group, in conjunction with the Ministry and relevant departments of the State Administration, formulates and issues pilot application direction guidance documents, and the application for pilot tasks should comply with the direction guidance requirements. Strengthen annual assessment and dynamic management, and optimize and adjust the termination mechanism. Standardize the acceptance of pilot tasks, improve the acceptance evaluation requirements of pilot tasks, refine the acceptance work process, and clarify that the evaluation of pilot units and pilot tasks will continue to be carried out.
At the same time, the Measures clearly state that support the pilot work will be strengthened and pilot units are encouraged to allocate special funds or provide relevant policies and incentives. The Ministry of Transport will continue to report and commend pilot units and pilot tasks that have achieved remarkable results. Strengthen the summary and promotion of pilot results, prepare a list of experience results and typical cases, formulate promotion implementation plans, and promote and apply typical experiences and innovative achievements to the whole country, region and related units.
In the next step, the Office of the Leading Group will work with all localities and units to further improve the pilot work of building a strong transportation country in accordance with the relevant requirements of the Measures, and give full play to the breakthrough, demonstration and driving role of the pilot in accelerating the construction of a strong transportation country.
