In order to safeguard national sovereignty, security and development interests, in accordance with the Foreign Trade Law of the People's Republic of China, the National Security Law of the People's Republic of China, the Anti-Foreign Sanctions Law of the People's Republic of China, and other relevant laws, the working mechanism of the list of unreliable entities is in accordance with Articles 2, 8 and 10 of the Provisions of the List of Unreliable Entities, and the Ministry of Commerce decided to include Shield AI, Inc., Sierra Nevada Corporation, Cyberlux Corporation, Edge Autonomy Operations LLC, Group W and Hudson Technologies Co.) and other six entities are included in the list of unreliable entities and the following measures are taken: 1. Prohibit the above-mentioned enterprises from engaging in import and export activities related to China; 2. Prohibit the above-mentioned enterprises from investing in China.
The matters not covered by this announcement shall be implemented in accordance with the "Provisions on the List of Unreliable Entities".
This announcement will be implemented from 12:01 on April 10, 2025.

Q: This time, China once again activated the "list of unreliable entities" to impose sanctions on six arms sales companies involved in Taiwan. What are your considerations?
A: In recent years, six companies including Shield Artificial Intelligence Company and Sierra Nevada Company have participated in arms sales to Taiwan despite China's strong opposition, or carried out so-called military and technical cooperation with Taiwan, seriously damaging China's national sovereignty, security and development interests. China holds it illegally liable in accordance with the laws of the "Foreign Trade Law of the People's Republic of China", "National Security Law of the People's Republic of China", "Anti-Foreign Sanctions Law of the People's Republic of China", and other laws, and in accordance with Article 2 of the "Provisions on the List of Unreliable Entities", etc.
China has always carefully handled the issue of unreliable entities lists, and only targeted a very small number of foreign entities that endanger our national security in accordance with the law. Foreign entities that are honest and law-abiding have no need to worry at all. As always, the Chinese government welcomes enterprises from all over the world to invest and start businesses in China, and is committed to providing a stable, fair and predictable business environment for law-abiding and compliant foreign-funded enterprises to operate in China.
