CCTV News: According to the Ministry of Emergency Management, on April 9, the State Council’s Safety Commission issued a notice to the People’s Government of Hebei Province to investigate and punish major production safety accidents. The notice stated that on April 8, 2025, a major fire occurred in Guoen Senior Apartment in Longhua County, Chengde City, Hebei Province, killing 20 people. According to the "Measures for the Investigation and Handling of Major Accidents", the State Council Safety Committee decided to implement the Investigation and Handling of Major Accidents to be supervised. Hebei Province should organize accident investigations in accordance with the "Regulations on Reporting and Investigation and Handling of Production Safety Accidents" and other relevant laws, regulations and rules, and speed up the organization of accident investigations, find out the causes and responsibilities of all links of the accident as soon as possible, and seriously put forward handling opinions and rectification measures. Before the accident is closed, the accident investigation report (draft) must be submitted to the Office of the State Council Safety Committee for review and approval, and Hebei Province shall be responsible for approving the case and publishing it to the public. After the case is closed, the implementation of the accident investigation report and the accident handling decision must be promptly filed by the Office of the State Council Safety Committee.
