Actively encourage local governments to rely on local high-quality and characteristic outdoor sports resources to highlight advantageous outdoor sports events, and reasonably determine the spatial layout and boundary scope of high-quality outdoor sports destinations, and at the same time organize the preparation of high-quality outdoor sports destination construction plans.
For regions included in the list of high-quality outdoor sports destinations, the overall and annual construction goals will be clarified, land, funds, policies and other factors will be strengthened, sustainable management, operation and maintenance mechanisms will be improved, management and operation plans will be clarified, enterprise cultivation will be strengthened, and social forces will be guided to participate. At the same time, the National Development and Reform Commission and the General Administration of Sports guided high-quality outdoor sports destination construction areas to carry out project planning and actively supported projects that meet the conditions through channels such as central budget investment. The General Administration of Sports and other relevant departments have improved the outdoor sports standard system. Natural resources, water conservancy, forestry and grassland departments should optimize the approval process for environmental impact assessment, forest land and grassland occupation, rivers and lakes in accordance with laws and regulations.
