The reporter learned today that in 2024, the State Administration for Market Regulation organized a special supervision and inspection of the measurement of civilian "three meters" across the country. This special supervision and inspection is based on the principle of "problem-oriented, treating both symptoms and root causes", covering all links in the entire chain of the "three forms" of civilians. Through this inspection, the use and management of the "three tables" of civilian use were further understood.

According to statistics, there are currently 660 million electricity meters, 320 million water meters and 260 million gas meters in use nationwide.

This inspection conducted a total of 2.96 million electric energy meters, 1,799 unqualified, with a pass rate of 99.94%;

There were 1.69 million water meters, 10,600 unqualified, with a pass rate of 99.37%;

There were 1.31 million gas meters, 2,923 unqualified, with a pass rate of 99.78%.

The market supervision departments in various places inspected 938 civil "three-meter" production enterprises and found 10 illegal acts; inspected 2,578 metrological and verification institutions and found 16 illegal acts; accepted 12,000 complaints and reports, and filed 69 cases and investigated and dealt with. Public enterprises of water supply, power supply and gas supply received 62,000 complaints and reports, and replaced 36,000 misaligned measuring instruments.

The State Administration for Market Regulation requires market supervision departments at all levels to make full use of the "three letters and one letter" and other methods to urge enterprises to fulfill their main responsibilities, formulate rectification measures and establish a problem ledger, and actively promote the first verification and expiration rotation of the civilian "three forms", ensure that the meter passes the verification before it is put into use and the orderly rotation after the meter expires, and safeguard the legitimate rights and interests of the people.

At the same time, strengthen the full-chain supervision of the "three tables" from production, installation to use, severely crack down on illegal acts such as failure to verify installation and use of the "three tables" of civilian "three tables" and damage measurement accuracy, and use the "three tables" for measurement cheating, and strictly investigate whether civilian "three tables" production enterprises strictly follow the type approval production and technical institutions to carry out verification work in accordance with the "three tables" verification procedures. Relevant administrative penalty information shall be collected into the credit supervision platform according to regulations and joint punishment shall be implemented.
