Case 1: In January 2025, the Anhui Bureau of the State Mining Safety Supervision Bureau quickly organized verification after receiving clues about illegally hanging methane sensors during drilling construction in a coal mine in Fengtai County, Huainan City, Anhui Province. Law enforcement officers used the video surveillance system to conduct back-tracking and spot checks, reviewed the drilling construction video records of more than 300 hours in multiple tunnels and multiple periods, identified the key and suspicious videos frame by frame, and combined with repeated analysis and judgment of personnel position monitoring and other systems, and finally confirmed that when the mine was constructing anti-surge drilling in October 2024, the methane sensor located on the downwind side of the drilling rig to the upwind side, which may cause the gas released during the drilling construction process to be monitored in time, and the alarm cannot be detected by the exceeding limit, which can easily cause suffocation or explosion accidents. This behavior reflects that the coal mine does not properly educate employees on the safety of employees, and the practitioners do not recognize the serious consequences of illegally moving methane sensors; the daily safety management of the mine is on the surface, and it is not possible to promptly detect the violation of the employees' migration of methane sensors. The above-mentioned behavior of the mine violates Article 36, item 11 of the "Coal Mine Safety Regulations". In accordance with Article 64 of the "Coal Mine Safety Regulations", the mine is ordered to suspend production and rectify, and impose economic penalties on the coal mine and relevant responsible persons. The suspected criminal issues are transferred to judicial authorities in accordance with the law.

Case 2: In January 2025, when law enforcement personnel from the Shaanxi Bureau of the State Mining Safety Supervision Bureau conducted law enforcement inspections on a coal mine in Huangling County, Yan'an City, Shaanxi Province, they checked the mine's production scheduling records, district team pre-season meeting records, video surveillance system, safety monitoring system, etc., and found that the mine's ventilation system renovation project has not been completed. Comprehensive mining faces are arranged in the ventilation system renovation area and production is organized. If the system is not perfect, production will be organized. Once an accident occurs, disasters are likely to be expanded. This behavior reflects that the coal mine has a weak concept of rule of law and lacks understanding of the ideological understanding, and lacks awareness of the risks of organizing production in the renovation and expansion areas of coal mines. The main responsible person has failed to perform production safety and organizes production operations illegally. The above-mentioned behavior of the mine violated Article 36, Item 14 of the "Coal Mine Safety Regulations". In accordance with Article 64 of the "Coal Mine Safety Regulations", the mine was ordered to suspend production and rectify, and impose economic penalties on the coal mine and relevant responsible persons, and interviewed the coal mine and the superior company.

Case 3: In March 2025, when the law enforcement officers of the Shanxi Bureau of the State Mining Safety Supervision Bureau conducted a law enforcement inspection on a coal mine in Qinyuan County, Changzhi City, Shanxi Province, they found that the mine had abnormal production. Although the coal mine took the initiative to seal one coal mining face and two excavation faces two months before the inspection, the law enforcement officers found many suspicious points from production materials such as ruler records, operation logs, etc. After further investigation, it was confirmed that the mining project floor plan provided by the mine was seriously inconsistent with the actual situation, and deliberately concealed the real situation of these three working faces. This behavior reflects the serious lack of main responsibility for coal mine production safety, weak awareness of the rule of law, managers fail to perform safety management duties, risk organizing production, and attempting to take closed measures to avoid the illegal behavior, and still fail to realize the seriousness of the harm of concealing the work face. The above-mentioned behavior of the mine violates Article 36, item 17 of the "Coal Mine Safety Regulations". In accordance with Article 64 of the "Coal Mine Safety Regulations", the mine is ordered to suspend production and rectify, and economic penalties are imposed on the coal mine and relevant responsible persons.

Case 4: In March 2025, when the State Mining Safety Supervision Bureau secret investigation team and Yunnan Bureau law enforcement personnel conducted law enforcement inspections on a coal mine in Fuyuan County, Qujing City, Yunnan Province, they found that the excavation working face under construction and the coal mining working face were connected in series and ventilation. Law enforcement officers carefully analyzed the mining area design and mining area ventilation system, conducted in-depth research on whether the two working faces meet the conditions for series ventilation, and finally confirmed that the coal mine illegally connected the return air of the excavation working face to the coal mining working face. This behavior reflects a weak awareness of coal mine safety risks, insufficient awareness of the harm of illegally connected ventilation, and inadequate learning of the "Thirty Articles on Ventilation" and "Coal Mine Safety Regulations" and other regulations. The above-mentioned behavior of the mine violates Article 36, item 5 of the "Coal Mine Safety Regulations". In accordance with Article 64 of the "Coal Mine Safety Regulations", the mine is ordered to suspend production and rectify, and economic penalties are imposed on the coal mine and relevant responsible persons.
