The Supreme People's Court held a press conference today to introduce the relevant situation of the People's Court's "deepening cross-execution and standardizing execution".
Cross-execution is an important measure taken by the Supreme People's Court to promote execution reform and is the highlight and focus of execution work in recent years. Cross-execution refers to the fact that in response to major, difficult and complex cases and long-term unfinished cases, the court innovates the use of methods such as urging execution, directive execution, upgrade execution, and coordinated execution to effectively prevent interference from power, relationships and human relationships, and improve the quality and efficiency of execution. In the past one and a half years since its implementation, the People's Court has resolved many serious cases, difficult cases and bone cases through cross-execution, and achieved remarkable results. As of March 31, 2025, nearly 300,000 cases of cross-execution in courts across the country, with substantial progress or resolution of nearly 150,000 cases, and nearly 160 billion yuan in execution.
A relevant person in charge of the Supreme People's Court introduced that the overall execution work in 2024 achieved "three increases and three decreases", that is, the execution rate, the amount of execution and the number of credit repairers increased, the number of first execution cases, the civil judgment application rate and the number of newly included in the list of dishonest debtors decreased.
In the first quarter of 2025, the execution work of the People's Court still maintained a "steady and improving" development trend.
First, the "integration, review and coordination" mechanism operates smoother, and the source of execution difficulties will be managed to open up the internal circulation. After the year-on-year increase of 30.8% in 2024, this momentum continued in the first quarter of this year, with preservation cases increasing by 34 percentage points again, and month-on-month growth. The "coordination of entry, trial and execution" mechanism within the people's court has taken shape.
The second is to crack down on dishonest and standardized implementation go hand in hand to help stimulate market vitality. In 2024, the number of people who have been untrustworthy in the first decade decreased. In the first quarter of this year, 394,200 new people were included in the list of untrustworthy in courts across the country, a year-on-year decrease of 9 percentage points. At the same time, more than 400,000 people have completed credit repairs, and the number of people who have been repaired is greater than the number of people who have been newly included. The number of people who have been untrustworthy in the list continues the negative growth trend in 2024, providing judicial support to stimulate market vitality and promote the steady economic development.
The third is the improvement of property monetization efficiency, providing new options for boosting consumption. In the first quarter, the online judicial auction transaction volume was 98,200 pieces, an increase of 10 percentage points year-on-year, and the transaction rate was 64.54%, an increase of 6 percentage points year-on-year, showing a "double increase" trend, reflecting that with the coordinated efforts of the national stock policy and a package of incremental policies, the efficiency of property monetization and disposal has been improved and the efficiency of property monetization and disposal has been released, providing more options and momentum for stabilizing the market and promoting consumption.
Fourth, high-quality and efficient implementation are consolidated, and the people's sense of gain continues to increase. In the first quarter, the execution completion rate was 44.32%, and the execution completion rate was 56.74%, both of which remained high. At the same time, the average closing time for execution cases was 72 days, which was steadily shortened month-on-month, making the people's "sense of gain" more timely and fulfilling.
A relevant person in charge of the Supreme People's Court said that although the implementation work has made great progress in recent years, objectively speaking, there are still problems of gaps, inability to keep up and inadequateness. Therefore, the Supreme People's Court plans to continue to promote the improvement of the standardized implementation work in about three years. The initial plan is to conduct investigation and rectification of key issues in the first year, and local governments will conduct self-examination, compare standards, find problems, and make immediate changes; in the second year, they will conduct standardized and excellent selections, leading the backward, and excellent leading the weak, and ultimately achieving common progress; in the third year, they will strengthen supervision and comprehensive improvement. Ultimately, the execution system will be more sound, the execution behavior will be more standardized, the ability and quality of the execution team, the quality and efficiency of the execution work, the people's sense of gain and satisfaction in the execution will be significantly improved, and the basic work of "effectively solving the difficulty of execution" will be more stable and reliable.
