According to a relevant person in charge of the Supreme People's Court, in 2024, courts across the country concluded a total of 9.1182 million cases, with an amount of execution exceeding 2 trillion yuan, and actively promoted the realization of the "paper rights and interests" of the winning parties into "real money" to serve the construction of a society ruled by law and a society of integrity.

At the same time, the execution field is still facing difficulties and problems such as high-level operation of cases and high pressure to remove stocks. Although the legal application issues involved in execution and implementation cases are not very controversial, they usually face difficulties such as difficulty in finding people, many execution and disposal links, complex handling procedures, and difficult coordination and cooperation. During the execution process, it is necessary to adapt to the case and local conditions, and innovate ideas, methods and mechanisms to effectively promote the implementation work.

In order to further unify the standards of execution work, improve the quality and efficiency of execution work, and ensure that the winning parties realize their rights and interests in a timely manner in accordance with the law, today, the Supreme People's Court released the first guiding case on execution implementation, summarizing and refining a number of experiences and practices to effectively promote execution work, and providing guidance and references on concepts, mechanisms, methods and other aspects for the handling of similar cases. This batch of cases involves the application of cross-execution methods such as upgraded execution, centralized execution, and designated off-site execution, the application of preservation and deduction measures before execution, the risk notice of suspected crime is issued to the person subject to execution who refuses to execute to urge automatic execution, and the grasp of "first meeting the needs of community owners" in the process of handling a large number of parking spaces, effectively meeting the urgent needs of judicial practice, and responding to the concerns of the people in a timely manner.
