The Party Central Committee decided to carry out study and education on thoroughly implementing the spirit of the Central Eight Regulations throughout the Party, which is a key task of party building work this year.

During the inspection in Yunnan, President Xi pointed out that party organizations at all levels and the vast number of party members and cadres should consciously enhance their sense of responsibility and urgency in learning and education. We should further improve our political stance, enhance our political awareness, and truly unify our thoughts and actions with the decisions and deployments of the Party Central Committee and President Xi, deeply understand the importance of carrying out learning and education on in-depth implementation of the spirit of the Central Eight Regulations, and constantly deepen our work style construction.

This is an important measure to consolidate and expand the achievements of thematic education, consolidate and deepen the achievements of party discipline learning and education, and deepen the comprehensive and strict governance of the party. Since the 20th National Congress of the Communist Party of China, our party has successively carried out thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the Party’s Discipline Study and Education. If thematic education emphasizes strengthening the political and ideological construction of the Party, and party discipline learning and education emphasizes strengthening the Party’s discipline construction, then the learning and education deployed this time emphasizes strengthening the Party’s style of work. Party building in the new era is a systematic project that takes the Party’s political construction as the leader and the Party’s construction in the same direction and comprehensively promotes the Party’s construction. These three concentrated education within the Party are considered from the overall layout of Party building. Carrying out this learning and education means to adhere to the principle of party spirit, party style and party discipline, and to integrate the rectification of style, discipline and anti-corruption, persevere in implementing the spirit of the Central Eight Regulations, and to promote the whole party to deeply understand the decisive significance of the "two establishments", resolutely implement the "two safeguards", and continuously enhance the party's creativity, cohesion and combat effectiveness.

This is an inevitable requirement to strengthen the relationship between the Party, the masses, cadres and the masses and consolidate the Party’s long-term ruling foundation. Since the 18th National Congress of the Communist Party of China, our party has solved the problem from the formulation and implementation of the eight central regulations, and has persisted in correcting the "four winds", curbing some unhealthy trends that have not been cured for a long time, correcting some stubborn problems that have not been eliminated for many years, promoting a new style of party style and government style, and continuing to improve social style and people's style, boosting the spirit of party members and cadres in doing things and starting businesses, strengthening the flesh-and-blood ties between the party and the people, greatly condensing the hearts of the party and the army and the people, and the achievements have been obvious to all, the accumulated experience is precious, and the impact has been widely and far-reaching, becoming a landmark achievement of comprehensive and strict governance of the party. However, solving work style problems is not something that can be achieved overnight. It must be done for a long time and always be determined. Carrying out this learning and education is to promote the continuous improvement of the Party’s work style and continuously win the trust and support of the people with new achievements in work style construction.

This is a strong guarantee for promoting Chinese-style modernization. Comprehensively promoting the great cause of building a strong country and national rejuvenation with Chinese modernization is the central task of the Party and the country in the new era and new journey. The 20th National Congress of the Communist Party of China made strategic arrangements for promoting Chinese-style modernization, and the Third Plenary Session of the 20th Central Committee of the Communist Party of China made systematic arrangements for further comprehensive deepening of reform and promoting Chinese-style modernization. On the new journey, there are still many "snow mountains" and "grasslands" that need to be crossed, and there are still many "Loushanguan" and "Lazikou" that need to be conquered. Carrying out this learning and education is to educate and guide party members and cadres to temper their party spirit and improve their ideological awareness, with an unremitting spirit, an indomitable fighting attitude, and a pragmatic and efficient work style, adhere to the principle of doing things first, enhance confidence, face difficulties, and promote the implementation of all decisions and arrangements of the Party Central Committee, and contribute wisdom and strength to the promotion of Chinese-style modernization.

This year is the year when our army's construction "14th Five-Year Plan" is concluded, and it is a critical year for fighting the battle to achieve the 100th goal of the founding of the army. We must strive to advance the road to a strong military and fight the tough battle. Time is extremely urgent and the task is arduous and heavy. The more we are, the more we must strengthen work style construction, and work hard with good work style. Only by fully understanding the importance of this learning and education, consciously implementing the standards and requirements of being stricter than local and leading the party, persevering in implementing the spirit of the Central Eight Regulations, the Ten Regulations of the Military Commission and its implementation rules, tempering party spirit, improving ideological awareness, boosting the spirit, and strengthening the relationship between the Party and the masses, and the relationship between officers and soldiers, can we inspire and lead the troops with new achievements in style construction and do our best to fight the battle to achieve the 100th anniversary of the founding of the army.

Adhere to the integrated promotion to ensure that learning and education do not go through the motions. Party members and cadres should be organized at all levels to study President Xi’s important expositions on strengthening the party’s work style construction, study the spirit of the Central Eight Regulations, the Ten Regulations of the Military Commission and the spirit of the implementation rules, summarize the results and experience, improve awareness, enhance confidence, and unswervingly implement them. We insist on solving the problems that are difficult to solve, and focusing on rectifying the problems that are prominent, and promote learning and investigation and rectification in an integrated manner to ensure that learning is of quality, investigation and improvement are effective.

Strengthen organizational leadership to ensure that learning and education are orderly and effective. Party committees at all levels should be responsible for learning and education. They should take the lead in carrying out their own learning and education and set examples, and they should also shoulder the main responsibilities, grasp the goals and requirements, carefully organize and implement them, and promote the orderly and effective development of learning and education. Adhere to classified guidance and achieve "one key opens one lock". Adhere to open-door education, practice the Party’s mass line in the new era, and make it feel accessible to officers and soldiers. We must avoid formalism, resolutely not renovate, do not engage in cumbersome philosophy, do not engage in formal, routine, or superficial style, and effectively solve problems, change work style, and test the learning results of the satisfaction of officers and soldiers.
