3. Carry out pre-flood preparations in a solid manner. All power companies should carry out pre-flood risk inspections, establish closed-loop management of lists and ledgers, and clear risks that have not been rectified last year, and take effective measures to fill in the shortcomings. We must fully consider the agglomeration of multiple disasters and the increasingly prominent characteristics of disaster chains in recent years, complete the assessment and improvement of emergency plans before the flood season, and strengthen emergency drills. We must strengthen the linkage between early warning and emergency response, clarify the rigid measures of "close, stop, withdraw, and transfer" in emergency situations, and strengthen the closed-loop management of "warning-disposal-feedback". We must prepare for emergency rescue team building and material preparations according to local conditions for natural disasters such as floods, heavy rains, typhoons, as well as secondary disasters such as mountain torrents, landslides, mudslides, and urban waterlogging. We must prepare for extreme disaster responses such as floods exceeding the standard in advance, and refine defense measures and temporary personnel transfer plans. All dispatched agencies and local power management departments should carry out pre-flood inspections for key enterprises and weak links, and urge power enterprises to prepare for pre-flood.
4. Highlight key points and strengthen protection. All power companies should focus on checking flood prevention hazards in water-blocking buildings, gates, opening and closing machines, their emergency power supplies, pressure-bearing pipeline equipment, communication systems, coal-fired power plant factories, ash reservoirs, ash yards, coal yards, nuclear power plant cold source water intakes, security power supplies, important hub substations, important transmission channels, substations located in low-lying areas and underground, power construction project foundation pits, slag yards, project slopes, construction camps and other important parts, strengthen protection of key facilities, and pre-install emergency equipment. All hydropower stations should strengthen communication with dispatching agencies, strictly implement dispatching instructions, control operating water levels as required, strictly inspect and monitor surrounding geological disaster risk points, make disaster response preparations, and ensure the safety of dam flood control and flood control.
5. Properly handle disasters and dangers. All units should continue to track and analyze the changing trends of weather during the flood season, pay attention to disaster warning information, timely communicate disaster and dangerous situation information with relevant local government departments and units, and coordinate emergency rescue measures. We must do a good job in on duty during the flood season, respond quickly and deal with disasters and dangers in the event of disasters and dangers. We must scientific rescue and rescue, ensure the safety of emergency personnel, and strictly prevent secondary accidents. Power grid companies should prepare for emergency repairs in advance for situations that may cause power and circuit breakers in areas prone to floods and floods. After the power outage due to disasters, the corresponding emergency response will be initiated in a timely manner. We must speed up the post-disaster emergency power supply and power repair, strive to restore power as soon as possible after the disaster, ensure the power needs of the disaster relief site and the people's daily life, and report information in accordance with regulations.
