CCTV News (News Network): The reporter learned from a press conference held by the State Council Information Office on March 17 that the recently issued "Special Action Plan to Boost Consumption" focuses on incremental policies that can be strengthened, implemented, and the people have a sense of reality, and will expand consumption of goods and services in all aspects.

A relevant person in charge of the National Development and Reform Commission said that the "Special Action Plan to Boost Consumption" (hereinafter referred to as the "Plan") put forward eight parts and 30 policy measures, deploying and implementing seven major actions, and further emphasizing the improvement of various support policies such as investment, finance, credit, and statistics.

This time, the "Plan" has increased policy efforts on the demand side, focused on promoting residents' income increase and burden reduction. For the first time, it emphasized stabilizing the stock market and the real estate market in the consumption promotion document, and proposed corresponding measures. In addition, combining boosting consumption with benefiting people's livelihood will reduce the burden on family childbirth, raising, education, medical care, and elderly care, implement the annual pediatric service action, strengthen care service support for completely disabled elderly people, and increase the subsidy standards for some students.

In the next step, all departments will focus on promoting consumption growth and accelerate the formation of a policy synergy. The Ministry of Finance will support improving residents' consumption capacity. This year, the central government will allocate 66.74 billion yuan in employment subsidies to support local governments in implementing employment and entrepreneurship support policies. Support the increase of basic pension for urban and rural residents and appropriately increase the basic pension for retirees. The Ministry of Human Resources and Social Security will implement employment support plans for key areas, key industries, urban and rural grassroots and small and medium-sized enterprises. The Ministry of Commerce will step up efforts to expand the implementation of consumer goods traded in new products, and successively issue implementation details in various regions. The People's Bank of China will work with financial supervision and other departments to study and issue special documents to support the expansion of consumption to actively meet the diversified funding needs of various entities. The State Administration for Market Regulation will strictly carry out supervision and law enforcement, carry out special rectification actions to address market problems such as illegal addition of food, counterfeit and shoddy food, price fraud, and false propaganda that the public has strongly reflected, and strengthen supervision of defective product recalls.
