At the meeting, Li Chunlin, deputy director of the National Development and Reform Commission, introduced that overall, my country has been ranked second largest commodity consumer market and largest online retail market for more than ten consecutive years. The consumer demand and structure of residents have been continuously upgraded, the proportion of service consumption expenditure has continued to increase, and new market space is still expanding. The policy of ex-new consumer goods has driven the rapid growth of retail sales of corresponding categories of goods. At the same time, it should also be noted that under the influence of multiple factors, problems such as weak consumer confidence and expectations, insufficiently meeting some consumer demand, and the need to optimize the consumption environment still exist objectively. There is still a lot of work to be done to boost consumption and expand domestic demand and better meet the people's needs for a better life.

The Central Economic Work Conference and the Government Work Report both listed "vigorously boost consumption, improve investment efficiency, and expand domestic demand in all aspects" as the first of all key tasks this year, and clearly proposed to implement special actions to boost consumption. All these reflect the Party Central Committee’s high attention to people’s livelihood and welfare. In accordance with the decisions and deployments of the CPC Central Committee and the State Council, the National Development and Reform Commission, in conjunction with relevant departments, has studied and formulated the "Special Action Plan to Boost Consumption" and submitted it to the Central Committee of the Communist Party of China and the State Council for issuance. In accordance with the policy idea of ​​increasing income and reducing burdens to improve consumption capacity, creating effective demand with high-quality supply, and optimizing the consumption environment to enhance consumption willingness, the "Plan" proposes 30 policy measures in eight parts. The first seven parts deployed seven major actions specifically implemented, including the urban and rural residents' income increase promotion action, the consumer capacity guarantee support action, the supply-side service consumption improvement and benefiting the people, the bulk consumption update and upgrading action, the consumption quality improvement action, and the consumption environment improvement and improvement action on the external environment, the restriction measures clearance and optimization action, etc. The eighth part further emphasizes the improvement of various support policies such as investment, finance, credit, and statistics.

In the next step, the National Development and Reform Commission will work with relevant departments to conscientiously implement the decisions and deployments of the CPC Central Committee and the State Council, and effectively implement the "Plan" in accordance with the division of responsibilities, strengthen coordination and linkage, improve the working mechanism, support various regions to explore pragmatic measures according to local conditions, accelerate the formation of a strong policy synergy to promote consumption growth, and better meet the people's diverse consumption needs at all levels and at different levels.
