Fu Jinling, Director of the Economic Development Department of the Ministry of Finance, said at the meeting that in 2025, the Ministry of Finance will thoroughly implement the decisions and deployments of the CPC Central Committee and the State Council, and the proactive fiscal policy will "continue to work hard and be more powerful", vigorously optimize the expenditure structure, further increase support for people's livelihood, strengthen medical care, education, pension, and employment security, and support the improvement of residents' consumption capacity.

First, support strengthening employment priority policies. In 2025, the central government allocated 66.74 billion yuan of employment subsidies to support local governments in implementing employment and entrepreneurship support policies, coordinate relevant financial resources, promote full employment, and improve employment quality. Focus on key areas and urgently needed occupational jobs, support the increase in the training of skilled talents, and promote the resolution of structural employment contradictions. Continue to do a good job in employment for key groups such as college graduates, and guide and encourage enterprises to absorb employment.

The second is to support the improvement of basic pension and basic medical insurance. In 2025, support the increase in basic pension for urban and rural residents and appropriately increase the basic pension for retirees. At the same time, the per capita fiscal subsidy standard for residents' medical insurance reaches 700 yuan per person per year. The central government continues to increase subsidies for basic medical insurance for urban and rural residents, and has allocated 29.65 billion yuan of medical assistance subsidies to strengthen the comprehensive guarantee of the three systems of basic medical insurance, serious illness insurance, and medical assistance.

The third is to support the improvement of the level of basic public health services. In 2025, the financial subsidy standard for basic public health service funds will be increased to 99 yuan per person per year, and the central government will allocate 80.55 billion yuan of basic public health service subsidy funds to support the "network bottom" for people's health.

Fourth, support key investment in education. In 2025, the central government will increase education expenditure at the central level and transfer payments to local education, optimize the education expenditure structure, and support the expansion of high-quality undergraduates and the supply of educational resources in areas with net inflows of college-age population. At the same time, by increasing the funding standards for some students and expanding policy coverage, continuing to implement the national interest-free student loans and deferred principal repayment policies, and gradually implementing free preschool education, etc., to reduce the pressure on students' families for their education expenditures.

In addition, the Ministry of Finance will continue to strengthen financial investment, support and ensure the basic lives of people in need, and cooperate with relevant departments to further improve the childcare and elderly care service system, and actively carry out research on the childcare subsidy system.
