CCTV News: The reporter learned from the Cyberspace Administration of China on the 14th that in order to promote the healthy development of artificial intelligence and standardize the generation and synthesized content identification of artificial intelligence, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration of Radio and Television have formulated the "Measures for Generating Synthesized Content Identification of Artificial Intelligence". The "Logination Measures" will come into effect on September 1, 2025.
The "Identification Measures" clearly state that artificial intelligence generates synthetic content identifications including explicit and implicit identification. Explicit identification refers to an identification added in the interface of generating synthetic content or interactive scenes, presented in text, sound, graphics, etc. and can be clearly perceived by users; an identification refers to an identification added in the data of generating synthetic content file by technical measures and is not easily clearly perceived by users.
The "Identification Measures" mention that when the generation and synthesis services provided by the service provider belong to intelligent dialogue, intelligent writing and other simulated natural persons to generate or edit text, explicit identifications should be added to the generated synthesis content as required, including:
•Add text prompts or general symbol prompts at the beginning, end or in the middle of the text, or a significant prompt identification is added to the interactive scene interface and around the text;

•Add voice prompts or audio rhythm prompts at the beginning, end or in the middle of the audio, or add significant prompt signs to the interactive scene interface;

•Add significant prompt signs to the appropriate location of the picture;

•Add a significant prompt sign at the appropriate locations around the video start screen and the video playback, and a significant prompt sign can be added at the end and middle of the video;
•When presenting a virtual scene, a significant prompt sign can be added at the appropriate locations on the starting screen, and a significant prompt sign can be added at the appropriate locations during the continuous service of the virtual scene;

•Other generation and synthesis service scenarios add significant prompt marks based on their own application characteristics.
In addition, it is required that service providers should take technical measures to add identifiers that do not affect user use, and add implicit identifiers to the file metadata that generates synthetic content. The implicit identifiers include information on the production element such as the attribute information of the synthetic content, the service provider name or encoding, content number.
Provisions are made on the dissemination of content generated and synthesized by artificial intelligence
In addition, in the "Identification Measures", specific provisions are also made on the dissemination, review, etc. of content generated and synthesized by artificial intelligence.
In response to the dissemination activities of artificial intelligence to generate synthetic content, the "Identification Measures" proposes specific measures to the service providers who provide network information content dissemination services, including:
• Verify whether the file metadata contains implicit identification. If the file metadata is clearly marked as generating synthetic content, appropriate methods should be used to add significant prompt identification around the published content, and clearly remind the public that the content belongs to the generated synthetic content;

•If the implicit identifier is not verified in the file metadata, but the user declares that it is to generate synthetic content, the appropriate method will be used to add significant prompt identifiers around the published content to remind the public that the content may be generated synthetic content;

•The implicit identification is not verified in the file metadata, and the user has not declared it to generate synthetic content. However, if the service provider providing network information content dissemination services detects an explicit identification or other traces of generation of synthetic content, it will be identified as suspected of generating synthetic content, and adopt appropriate methods to add significant prompt identification around the published content to remind the public that the content is suspected of generating synthetic content;

•Provide the necessary identification functions and remind users to actively declare whether the published content contains generated synthetic content.

In addition to relevant content service providers, the "Identification Measures" also requires that when the Internet application distribution platform is listed or reviewed online, the Internet application service provider should be required to explain whether to provide artificial intelligence generation and synthesis services. If Internet application service providers provide artificial intelligence generation and synthesis services, the Internet application distribution platform shall verify the relevant materials for the generation of synthetic content identification.
