At present, the pilot areas of the homestead system reform and the pilot areas of rural collective commercial construction land entering the market have basically completed the task of real estate integrated homestead rights confirmation and registration.
The communiqué issued by the Ministry of Natural Resources on the 14th pointed out that all localities have steadily promoted the confirmation and registration of homestead land, and 121 pilot areas for homestead system reform and 350 rural collective commercial construction land market pilot areas have basically completed the confirmation and registration of real estate integrated homestead land.
At the same time, the registration of real estate for land contract management rights and land management rights has been carried out in an orderly manner. As of the end of 2024, 1,191 counties (cities, districts) and 103 counties (cities, districts) respectively issued real estate certificates for land contract management rights and land management rights. In terms of pilot projects for improving the quality and efficiency of forest rights registration, the transfer of forest rights registration data across the country has been completed, and 1,479 counties (cities, districts) have completed the integration of forest rights registration stock data.
The communiqué pointed out that five national key forest areas, including Siberian Tiger and Leopard National Park and Genhe, which are directly exercised by the central government to directly exercise the ownership of natural resource assets owned by the whole people, completed the natural resource rights confirmation and registration, and completed the construction of cadastral survey data in national key forest areas of Taihu Lake and Hailin.
All localities have carried out natural resource rights confirmation and registration in key areas such as national parks. As of the end of 2024, 24 provinces and 616 key areas have been registered, covering nature reserves, forests, wetlands, rivers, lakes, mineral resources with proven reserves, and uninhabited islands. Hebei, Shanxi, Hubei, Guangxi and other provinces have carried out water intake rights registration, and a total of 100 real estate certificates for water intake rights were issued.
