The "Several Measures" focus on further improving the effectiveness of air cargo customs clearance, and propose to optimize and improve the "7×24" customs clearance guarantee system for qualified major aviation ports such as Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing region, etc. Make the "Air Silk Road" bigger and stronger; carry out pilot projects for "direct loading" of export cargo aprons and "direct lifting" of imported cargo aprons in qualified aviation ports. Support service models such as "one order system" and "one box system" of multimodal transport at aviation ports; accelerate the development of cross-border e-commerce in air transport channels.

Further accelerate the entry and exit of personnel. The "Several Measures" propose to promote telecommunications quarantine for international flights, steadily implement convenient measures for exempting border inspection procedures for 24-hour direct transit passengers and direct round-trip crews at qualified aviation ports, and encourage the exploration of "double pre-checking" pilot projects for entering handbags and checked baggage.

The "Several Measures" focus on the construction of key aviation port hubs and propose to build a comprehensive, portal-based international aviation hub. Encrypt regular international all-cargo flight routes. Support international flights flying across domestic sections to carry out "one ticket to the end" business.
