The Ministry of Finance recently revised and issued the "Regulations on the Management of Special Funds for Clean Energy Development" to promote the development and utilization of clean energy.
According to the measures, special funds are used to support the demonstration and promotion of key key technologies for clean energy and industrialization demonstration, large-scale development and utilization, capacity building, and public platform construction; the implementation period is 2025-2029; special funds and special management are implemented.
In terms of the allocation of funds, competitive allocation, rewards instead of subsidies and actual settlement are adopted. Among them, rewards and subsidies are given for the mining and utilization of unconventional natural gas such as coalbed methane (coal mine gas), shale gas, tight gas, etc., and the reward and subsidy funds are allocated according to the principle of "more increase and more compensation". Specifically:
If the amount of mining and utilization increases compared with the previous year, a cascade reward and subsidy will be given according to the increase;
The incremental part of the unconventional natural gas produced in the heating season will be given in accordance with the principle of "inclined winter and more compensation";
The reward and subsidy funds will be allocated in advance and then liquidated.
Relevant person in charge said that the focus of this revision is to increase the rewards and subsidies for coalbed methane. my country is a major coal country with great potential for coalbed methane resources. In recent years, the increase in coalbed methane production has obvious effect. The development and utilization of coalbed methane also has multiple benefits such as reducing the risk of coal mine safety production and reducing greenhouse gas emissions.
