Chai Lu: How do you view the pressure in the employment market this year? What method should be used to withstand the pressure and resolve the pressure?

Zeng Xiangquan: This year, there are still a lot of work tasks to be completed in employment.

Because the economy used to be driven by investment, China has developed very fast in recent years, and ports, bridges, high-speed rails and airports have been built very fast. But consumption is still insufficient, especially we are also facing the impact of a trade war and a Sino-US trade war. Therefore, there is a process for domestic transfer from external circulation to internal circulation.

Of course there are also structural issues. We have many new positions, but can job seekers adapt to this position requirements. After the emergence of AI, a new generation of employers and job seekers have strong ability to use digital tools and strong ability to analyze digitally. There is still a process in these aspects.

In what directions should we make to help

Fresh college graduates better enter society?

Chai Lu: What is the overall situation this year? In the process of job hunting for fresh college graduates this year, in which directions should be taken to help these students better enter society?

Zeng Xiangquan: In the past, the key employment group was migrant workers. Now the scale of rural labor transfer to cities is very large, and this problem is not very prominent. However, the current scale of college students in China is very large, and this problem has been more prominent in recent years.

There are many reasons here. The downward pressure on economic downturn has some impact on job creation. How to solve our domestic demand problem needs to be strengthened in this regard.

On the other hand, the issue of employment quality is also very important, including working hours and social security issues.

There is another major problem, which is structural contradictions. Emerging industries include the service industry and the tertiary industry, and currently have huge development potential, including the development of an aging society and the care economy. But the understanding of this issue, especially employment ability, is not only the knowledge we master in school, but more importantly soft skills, which are work attitude, personality cultivation, skills to communicate with employees, and skills to communicate with consumers. These are all very important. In this regard, our country still has a lot of distance in talent training at present.

One more thing is that college graduates’ employment concepts may change.

How do you view the effects of employment-related policies?

Chai Lu: Since the economic recovery, the government has introduced many policies, including tax and fee reductions, social security subsidies, job stability refunds, etc. How do you view the effectiveness of these policies in employment issues? Do we need to take the lead in the policy introduction next?

Zeng Xiangquan: Our country has experience in employment work internationally. Before 2018, China's economic growth, labor market, and especially employment were among the best in the world in terms of competitiveness rankings. This experience has been continuously summarizing over the years.

In the past year, social security, fee reduction... have made a lot of efforts in many aspects. I think the first thing to do in government employment is to clarify, and the most important thing is the difficult groups.

On the one hand, it may be necessary to do a good job in employment services while promoting economic growth, including employment information release, job vacancies, labor demand surveys, information releases, and career guidance.
