CCTV News (News Network): On March 1, we went to Xiaoyingxiang Community, Xiaoying Street, Shangcheng District, Hangzhou, Zhejiang to meet Cao Chen, a National People's Congress representative who is rooted in the grassroots and serves residents with great care.
When the reporter came to Xiaoyingxiang Community, the silver-haired volunteers were busy in the kitchen, preparing to deliver the steaming steamed buns to the elderly in the jurisdiction on time. Xiaoyingxiang Community has a population of more than 10,000, of which more than one-third are residents over 60 years old. How to make the elderly live more convenient and comfortable in the community has always been the focus of Cao Chen’s attention.
In July 2023, the community launched the "Xiaoyu Steamed Bun" project. At first, some elderly people reported that they had a bad appetite in summer and wanted to eat corn, steamed buns and other foods. Cao Chen then discussed with grid workers and resident representatives, calling on retired employees in the community and the elderly with service capabilities to make steamed buns for the elderly and deliver them to their doorsteps. Over time, the relationship between neighbors becomes closer, and the community can understand the needs of the elderly more in a timely manner.
At the 2024 National People's Congress and the Chinese People's Political Consultative Conference, Cao Chen put forward suggestions to improve the governance capabilities of grassroots social organizations and improve the diversification level of community elderly care. Her suggestions were quickly responded, and multiple departments also contacted her to further understand the difficulties and pain points of grassroots elderly care. In the past year, Cao Chen and his colleagues have continued to explore the creation of a service brand for the elderly and formed a volunteer service team for the silver hair.
At this year's National Two Sessions, Cao Chen focused his attention on the aging-friendly transformation of elderly residents' families and the role of silver-haired talents.
